Synopsis for Savannah Harbor Expansion Project (SHEP) Dredge Material Containment Areas (DMCA) 14A and 14B Cross Dike and Weir Improvements NAICS: 237990 Size Standard: $36.5M This synopsis is for the Savannah Harbor Expansion Project (SHEP) Dredge Material Containment Areas (DMCA) 14A and 14B Cross Dike and Weir Improvements. This acquisition is being offered as a 100% total small-business set-aside and will result in a Fixed Price Contract Award. The construction magnitude for this project is between $1,000,000.00 and $5,000,000.00. Description of Work: Savannah Harbor Dredge Material Containment Area (DMCA) 14A will be used primarily for storage of the naturally occurring cadmium containing materials that will be excavated during dredging of the Savannah River as part of the Savannah Harbor Expansion Project (SHEP). In order to contain these materials and other unclassified materials excavated during deepening of the river, the capability to discharge excess water from DMCA 14A needs to be maintained throughout dredging operations. The Scope of Work for this project consists of constructing three water control weir structures within the DMCA 14A/14B cross dike, the addition of a new bonneted knife gate valve to the outfall pipe of weir 14B4 in the eastern most portion of DMCA 14B, the temporary closure of three existing weirs along the back dike of DMCA 14B, and the construction of a berm across DMCA 14B from the outfall of the new weirs to weir 14B4. The addition of the weirs in the DMCA 14A/14B cross dike will allow for excess dredge water to pass through DMCA 14B for discharge into the surrounding water ways. The addition of the new bonneted knife gate valve and temporary closure of the remaining DMCA 14B weirs will ensure that no excess water is released until it meets water quality standards. The construction of the berm will separate the area within DMCA 14B needed to discharge excess dredge water from the remainder of the DMCA. Evaluation Criteria: The contract will be solicited and procured using Sealed Bidding Procedures. NOTE: This solicitation will be issued in electronic format only and is anticipated to be available on or about August 11, 2017. Please note that the bid opening date will be specified in the solicitation when issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors that have an existing account should be able to use their existing logins to search for the solicitation number once it is released at https://www.fbo.gov. It is the Offeror's responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.
