Description

Veterans Affairs Network Contracting Office 6 (NCO 6) intends to modify purchase order VA246-17-P-2849 in an amount that exceeds $25,000.00. This notice meets the requirements of FAR 5.201(b)(1)(ii), for synopsis of a modification to an existing contract for additional supplies or services that meets the threshold in FAR 5.101(a)(1). Zero (0) offers were received in response to the original solicitation, posted to FBO.gov under solicitation number VA246-17-Q-0296, despite repeated attempts to obtain offers from four (4) potential sources originally identified during market research. Purchase order VA246-17-P-2849 was subsequently awarded on a sole source basis, to Keany Produce Company (DUNS: 055189856), as the only identified source. The sole source award was synopsized, prior to award, on FBO.gov, under notice number VA246-17-N-0389. The list of items and quantities currently available under the contract are shown in the attached spreadsheet. The items to be added under this proposed modification are also outlined. The items to be added under the modification are of the same type of supplies as were awarded under the original purchase order, supporting the same contract objective. The total increase in contract value has been quoted at approximately 50% of the original contract value. Given the original market research, the outcome of the original solicitation, and other factors, it is in the Government s best interest to modify the existing order to add the additional items. The NAICS code for this contract action is 311991, Perishable Prepared Food Manufacturing (SBA Size Standard: 500 employees). The Product Service Code for this action is 8915, Fruits and Vegetables. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, may submit a capability statement to the contracting office no later than Friday, July 14, 2017, 08:00PM EST. Interest/capability statements may be sent to Daniel Spaulding, Contract Specialist, at daniel.spaulding@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
