Attachment 3 Pricing Table Attachment 2 EXIM Contractor Past Perf Eval Doc1 Attachment 1 PWS Industry Database 3 July 2017 Combined Synopsis Solicitation for Integrated Industry Database This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a competitive open market solicitation. The applicable NAICS code is 522293 - International Trade Financing and the Small Business Standard is $38.5 Million. The provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-95 dated 01/19/2017. The Export-Import (EXIM) Bank of the United States' Credit Policy Division has a requirement as follows for a Base plus four (4) 1 year option periods: Base Year: - Integrated Industry Database to enhance LTCRRM in accordance with PWS - Integrated Commercial Airline Risk Rating Model in accordance with PWS (****Pricing for Integrated Commercial Airline Risk Rating Model must be submitted with the Offer, and will be included in the total for evaluation purposes, but may not be awarded in the future.) - Training of EXIM Bank Staff - Maintenance updates to System for remainder of 12 month period after acceptance of database(s) and training Option years 1 - 4 - Database Updates - Annual Validation of Financial Ratio Benchmark Rating Ranges - Training for new EXIM Bank model users (not to exceed one(1) training session per Option Period This solicitation incorporates the FAR clauses 52.202-1 Definitions (Nov 2013); 52.203-3, Gratuities (April 1984); 52.203-5, Covenant Against Contingent Fees (April 1984); 52.203-6 Restrictions on Subcontractor Sales to the Government. (Jan 2017); 52.252-1, Solicitation Provisions Incorporated by Reference (February 1998); and 52.252-2, Clauses Incorporated by Reference (February 1998) for commercial items and service Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Corporate Experience • Management Approach • Past performance • Price Basis for Award: The EXIM Bank intends to make a best value (trade off) award resulting from this solicitation. Best value meaning the offer that provides the broadest level of services at a reasonable price. ***All evaluation factors other than price, when combined, are significantly more important than price. The distinction between corporate experience and past performance is that corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope and complexity. Past performance relates to how well a contractor has performed. Criteria 1 - Corporate Experience: The Government will evaluate the extent to which the quote demonstrates relevant corporate experience and depth of experience in performing work that is similar to the size, scope, and complexity of tasks anticipated under this solicitation. Quotes that fail to provide required and complete information will be rated lower. Note: Corporate Experience presented for a key subcontractor or an affiliate will not be evaluated unless a letter of commitment or similar documentation is provided for said subcontractor and affiliate, respectively. Criteria 2 - Management Approach: The Government will evaluate the extent to which the offeror's management approach (1) demonstrates a logical approach to providing a quality end result (2) makes optimal use of resources and (3) demonstrates a strategy to successfully manage the work under this contract. The Government will also evaluate the following management plan documents submitted by the offeror: - Resumes of Key personnel proposed to perform the task outlined in the purchase order/contract PWS; and - The Quality Control Plan (QCP). Criteria 3 - Past Performance: The Government will evaluate the Offeror's recent and relevant past performance information. The Offeror will be evaluated on the quality of its past performance on similar work, to include how well the firm performed goals, how responsive the firm was how effective the firm was at accomplishing staffing goals within budget and on schedule. The offeror's written submittal of three references will be evaluated under technical factor 3. Attachment 2 Past Performance Questionnaire must be completed and returned with the offeror's quote. The vendor shall provide a description of past performance, which contains three (3) relevant past performance experiences. The past performance experiences shall be similar to the size, scope and complexity of the types of project described in Attachment 1 - PWS. The vendor shall send a copy of the Past Performance Questionnaire (see Attachment II) to one contact person from the three (3) references described above for them to complete. Alternatively, the vendor may submit a CPARS assessment for past performance references. Vendors are advised that the Government reserves the right to obtain information for use in the evaluation of past performance from any sources, including Government sources within and outside of EXIM Bank and sources outside of the Government. Past Performance will be based using the following rating information: Criterion: *** See Chart in Combined Synopsis solicitation Document for better format.*** - Considerations: Quality of Product or Service - Compliance with contract requirements - Accuracy of reports - Effectiveness of personnel - Technical excellence Timeliness of Performance - Met interim milestones - Reliability - Responsive to technical direction - Completed on time including wrap-up and contract administration - Met delivery schedules - No liquidated damages assessed Business Relations - Effective management, including subcontracts - Reasonable/cooperative behavior - Responsive to contract requirements - Notification of problems - Flexibility - Pro-active vs. Reactive - Effective small/small disadvantaged business subcontracting program 0 - Unacceptable Non-conformances are jeopardizing the achievement of contract requirements, despite use of Agency resources Delays are jeopardizing performance of contract requirements, despite use of Agency resources Response to inquiries, technical/service/administrative issues is not effective 1 - Acceptable Overall compliance requires minor Agency resources to ensure achievement of contract requirements Delays require minor Agency resources to ensure achievement of contract requirements Response to inquiries, technical/service/administrative issues is somewhat effective 2 - Good Overall compliance does not impact achievement of contract requirements Delays do not impact achievement of contract requirements Response to inquiries, technical/service/administrative issues is usually effective 3 - Outstanding The Contractor has demonstrated an outstanding performance level in any of the above four categories that justifies adding a point to the score. It is expected that this rating will be used in those rare circumstances when Contractor performance clearly exceeds the performance levels described as "Good" Neutral (N) Offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. Criteria 4 - Price (a) The Government will evaluate price by the total of all Contract Line Items. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price: (i) Comparison of proposed prices received in response to the RFQ. (ii) Comparison of proposed prices with the IGCE. (iii) Comparison of proposed prices with available historical information. (iv) Comparison of market survey results. (b) Options. The Government will evaluate Offerors for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an Offeror is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The following documents are included with the solicitation. Attachments: Attachment 1 - Performance Work Statement (PWS) Attachment 2 - Past Performance Questionnaire Attachment 3 - Pricing Template Quotes are to be submitted in two (2) volumes: Volume 1 - Corporate Experience, Management Approach, and Past Performance (limited to 20 pages) Volume 2 - Pricing All responsible sources may submit a quotation which shall be considered by the Export-Import Bank. To be eligible for award an Offeror must be registered in the System for Award Management (SAM) database. SAM.GOV REGISTRATION IS FREE! There is NO FEE to register or maintain your SAM.gov registration. Offerors may register at http://www.sam.gov. To register, an Offeror must have a Data Universal Numbering System (DUNS) number assigned by Dun and Bradstreet, Inc. An Offeror may obtain a DUNS number at http://fedgov.dnb.com or by calling 1-866-705-5711. Processing time normally takes 48 hours. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation. To be responsive to this RFQ, an Offeror must include a copy of the completed provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. Representations and Certifications will not be counted against the page count for the technical response. All responsible sources are invited to submit quotation.
