- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. (ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. R17PS00883) is being issued subsequent to this combined solicitation/synopsis. The RFQ and all associated documents may be found by going to the following website: https://www.fedconnect.net/, then clicking on "Search Public Opportunities Only", and then searching by "Reference Number" R17PS00883. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-95. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 333999 ¿ All Other Miscellaneous General Purpose Machinery Manufacturing. The small business size standard for NAICS Code 333999 is 500 employees. (v) Contract Line Item 0001, In-place Oil Filtration Systems (Qty 18) to include technical support to commission the equipment (approximately 17 days) and provide training at Hoover Dam to demonstrate the system for Bureau of Reclamation employees. See attached Specifications. The Specifications provide more detailed information about the requirement and is attached to the RFQ at FedConnect.net (public opportunity reference number R17PS00883). (vi) The Bureau of Reclamation has a requirement for 18 individual oil filtration systems (Kidney Loops) for each of the generating units (17 and one spare) for Hoover Dam. (vii) Delivery shall be 18 weeks after receipt of order and FOB Destination. All items shall be delivered to the Bureau of Reclamation, Hoover Dam Central Warehouse #2, State Route 172, Boulder City, NV 89005. THE FOLLOWING CLAUSES, PROVISIONS, AND ADDENDUMS ARE APPLICABLE TO THIS COMMERCIAL ITEM ACQUISITION: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items is applicable to this RFQ. The following addendum is also applicable to this RFQ. The term "offer" with "quote" within the provision 52.212-1. - Addendum to 52.212-1, Instructions to Offeror - Commercial Items Offerors are cautioned to be thorough and complete with their proposal package. Proposal submittals will be utilized in evaluating compliance with the specification requirements. The Offeror shall submit the following design information and drawings for government review and approval as part of their proposal package. 1. System description, including drawings clearly showing all the features of the oil filtration system. 2. System flow diagram and a description of the component parts. 3. Detailed description of the system operation with information outlining the system maintenance procedures required. 4. A proposed schedule to deliver the completed oil filtration units. The Offeror shall provide a document that address each and every requirement in the government specifications, and it shall be crossed referenced to the specification paragraph numbers. Failure to do so may be considered grounds for rejection of the proposal. Specification requirements shall be strictly adhered to. Deviations from the specification requirement shall be fully documented in the Offeror's proposal package for review and consideration by the government. 1. Deviations shall be listed by specification page and paragraph attached to the proposal. The government reserves the right to request additional information, technical data, demonstrations, or samples on deviations considered equal by the Offeror. 2. If there are no deviations to the Government's specification submitted with the proposal, the Offeror warrants that the design and equipment shall meet all government specification requirements.
