Description
Pre-Solicitation Conference and Site Visit PowerPoint Presentation A PRE-SOLICITATION and SITE VISIT was held at the FLETC Cheltenham facility in Cheltenham, Maryland, on Tuesday, July 11th from 7:15am EST to 9:45am EST. Attached to this notice is the PowerPoint Presentation provided. Contractors in attendance were taken on a shuttle bus tour from the front gate to the back gate. After the presentation, a walking tour was conducted to see the buildings listed in the PPT presentation. The Contracting Officer, Sandra Oliver Schmidt, conducted the presentation and site visit. This was the only SITE VISIT being conducted. Potential offerors not in attendance are NOT EXCLUDED from providing a proposal. PRESENTATION ITEMS TO NOTE: 1. The incumbent contractor has graduated from the 8(a) program. 2. We have a good working relationship with our contractor and expect to have the same with the new contractor. 3. Training absolutely cannot stop. Contractors who take the initiative and are proactive are much more likely to be successful here. 4. I write very detailed CPARS reports. 5. Typically, the successful offeror will see the COR on a daily basis; they will see the CO about once per week and definitely in any instance in which there is an issue. 6. An RFP is expected in very late August. Video Submissions and Oral Presentations will be in the September/October time frame. 7. We are a very flat organization here at the site; many employees wear several hats; we have only one (1) property management specialist, one (1) environmental/safety specialist, two (2) CORs, one (1) head of Facilities, and three (3) mechanics. The customer, Cheltenham Administration Division, reports to the Cheltenham Site Director. There are only two (2) Contracting Officers on-site who answer to another entity at FLETC Headquarters. I handle an IDIQ Service contract and a few BPA's while my coworker handles our IDIQ Construction contract and a few BPA's. We do not have a Contract Specialist supporting us. 8. To explain the SLIDE with the LAKE and the PUDDLE: Large agencies are like a lake-if a person jumps in a big lake, there won't be many ripples. Small agencies are like a puddle of water-if a person jumps in the puddle, it is chaotic. Both involve only one (1) person, but FLETC Cheltenham feels the effects in a more extreme manner than a larger organization. The FLETC Cheltenham site has many single points of failure and we are heavily dependent on high quality contractor support. 9. I encouraged all contractors present to provide feedback prior to the issuance of an RFP. Feedback during the month of July is preferred. Email and phone are a good way to reach me. 10. I encouraged all contractors present to email me their capability statements. I keep them and utilize them in instances where I need to conduct simplified acquisition purchases. I also told contractors it is okay to call me with general questions unrelated to this procurement as I am comfortable helping small businesses regarding procurement questions. 11. I will do my best to release a draft of Section J within the next few weeks. 12. Twenty-one (21) individuals attended. I will not be posting the list of attendees. Attendees were not required to identify themselves or their companies to others in attendance. 13. In regards to FLETC history and appropriations, I summarized the information found at www.fletc.gov. 14. I encouraged contractors to pay attention to the clauses in the RFP as some will have changed due to various Executive Orders.
