- Limited Sources Justification On December 28, 2016, ICE/OAQ awarded task order HSCECR-17-F-00003 against GSA contract GS-10F-0118S held by McKinsey & Company, Inc. Washington D.C. (McKinsey). The task order comprised of three areas of focus. Although McKinsey completed all stated deliverables in the Performance Work Statement, ICE seeks to modify the task order to extend McKinsey support and implementation on those two areas of focus for an additional period of eight weeks and up to forty weeks if additional options are exercised. The purpose of the intended extension is to procure additional support services for implementing critical and time-sensitive projects begun by ICE as a result of recommendations and deliverables under the previous task order. These extended services are so closely tied to tasks already completed under the task order that recompeting for these services would be illogical and result in unacceptable delays to the Government. The Agency is undertaking critical implementations of recommendations provided by McKinsey. However, the likelihood of success on these implementations, without McKinsey's on-going support, is very low and the risk of overall loss of value in the overall task order is high. This acquisition is conducted under the authority of the Multiple-Award Schedule Program and FAR 8.405-6(a)(l)(i)(B): "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.... " Due to McKinsey's intimate knowledge of ICE and the extensive work it has already done up to this point, McKinsey is the only source capable of providing the highly specialized and customized services required by the Agency. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; it is for informational purposes only. Interested persons may identify their interest and capability to respond to this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
