Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a quote which shall be considered by the agency. This action is number G17PS00702. This notice and any resulting contract conforms to the requirements in place through Federal Acquisition Circular 2005-95, effective 19 January 2017. This acquisition is set aside for 100% small business participation. The applicable North American Industry Classification System (NAICS) code is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables and the associated size standard of 750 employees. The Government anticipates award of a commercial, Firm Fixed Price type Purchase Order, using FAR 13 Simplified Acquisition Procedures, and FAR Part 12, Acquisition of Commercial Items. All information submitted in response to this announcement is voluntary ¿ the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Geological Survey (USGS), Pacific Coastal & Marine Science Center, Santa Cruz, CA, requires an Autonomous in-situ particle size distribution and volume concentration measurement system and flow through chamber that include, but are not limited to, the following equipment capabilities: Technical Specifications: 1) Measures particle size from 1.0 to 500 microns in no less than 32 size classes. 2)Obtains particle size measurement by forward small angle scattering. 3)Optical pathlength less than 30 mm 4)Optical transmission measured with particle scattering with beam attenuation minimum range of 1-99%. 5)Temperature measurement Range (minimum): 4 ¿ 90 degrees C Resolution (minimum): 0.1 degree C 6)Pressure measurement Range (minimum):500 m Resolution (minimum):0.01 m 7)Minimum sampling recording rate: 1 hz (Individual measurement rate at least 8 hz averaged to 1 hz) 8)Minimum depth rating: 500 m 9) Burst mode and continuous sampling options. 10)Real-time sampling 11)Battery power & memory storage sufficient for 4 month autonomous sampling at 10 minute interval with a 10 second average with supplied battery and housings. 12)Weight in air less than 20 pounds. 13)Overall dimension less than 4.5 inch diameter and 30 inch length. 14)Sampling chamber for ¿flow-through ¿ sampling as provided from external pumped water supply for particle sizing. To be considered for award, all interested parties must be registered in the System for Award Management (SAM) database at www.sam.gov, and enrolled in the Internet Payment Platform (IPP) at www.ipp.gov. Proposals shall only be accepted through electronic mail addressed to the Contract Specialist, Dana Allan-Loucks at dallan-loucks@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than 26 July 2017 at 1500 ET. Proposals submitted by hardcopy or the FedConnect web portal or FedConnect Message Center shall not be accepted or considered. All questions pertaining to this solicitation must be submitted to the Contract Specialist by 1500 ET on 19 July 2017.
