Description
FY17 Revitalization of Building 1, Callao, Lima, Peru (M016ET75) a. LOCATION OF WORK: NAMRU-6 Compound located on the Peru Naval Hospital Base in Callao, Lima, Peru b. ESTIMATED COST: $10,000,000 to $25,000,000 c. PROPOSED ADVERTISTMENT DATE: 1 August 2017 d. PROPOSED ADVERTISEMENT TIME: 30 days e. CONSTRUCTION TIME: 730 days f. The contract will be administered by the U.S. Embassy Lima, Peru, Corps of Engineers Resident Office This project is for the total Revitalization of Building 1 at the NAMRU-6 Compound located on the Peru Naval Hospital Base in Callao, Lima, Peru. This older building does not meet any Seismic or AT-FP codes or the current International Building Code. The building is a dual function building, used as an administrative building as well as a research laboratory. The end result is to bring this building into total compliance with the US Seismic Code, the UFCs as they apply to this building and to bring the building into partial AT-FP compliance as much as possible with regards to the building's location on the base. The project includes demolition, constructing an addition, adding an elevator, refurbishing laboratory and administrative spaces, removal of limited Asbestos, replacement of windows and doors with blast resistant windows and doors, installing new HVAC components and bringing the current HVAC system into compliance with current UFCs, electrical additions and bringing the current electrical system into compliance with the current UFCs, Because of space limitations a phasing plan is required. The contractor must also allow time for the occupants to decontaminate spaces prior to the laboratory directors transferring the spaces to the construction contractor for revitalization. Because of operating on a major Peruvian military hospital base, the construction contractor should anticipate delays in entering the base and certain restrictions on his activities. The construction contractor is also required to satisfy both US and Peruvian military access requirements. Space for a "lay down" area is limited and must be shared with the base operating contractor. Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities (FedBizOpps) before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. NOTE: This solicitation is in.pdf format and requires Adobe Acrobat Reader. Adobe Acrobat Reader may be downloaded free of charge at http://www.adobe.com/products/reader. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. In addition, electronic medium (CD) of the bid submittal documents will be required at each Phase. Note No. 3: Critical path method (network analysis system) is required. Note No. 4: It is anticipated that this solicitation will not have bid options. However, optional bid items may be added if it is determined to be in the Government's best interest. Note No. 5: All advertisements of Mobile District projects will be through the Federal Business Opportunities website (FedBizOpps). Detailed information on this and other Mobile District Projects (Ordering Solicitations, Points of Contact, Synopsis of Work, etc.) are available on the Internet at: https://www.fbo.gov. Address questions concerning downloading of plans/specifications to the Contract Specialist indicated above. Note No. 6: A Contractor Site Visit has been scheduled for 7 August 2017 from 09:00 am to 12:00 pm. The only purpose of the site visit is to become familiar with the existing site conditions. Requests for Information (RFIs) generated from the site visit must be entered into the ProjNet Contractor RFI system for responses. Attendance at the site visit is strongly recommended. Due to Base Security requirements and limited field staff available for construction contractor site visits, this scheduled site visit will be the only one offered. Individual requests for site visits will not be granted. Contractors will be required to register with the USACE Peru Field Office by close of business on 27 July 2017 and provide their given name (as it appears on their government issued identification), social security number or official government issued identification number, date of birth, the project name, name of the company that they represent, and a driver's license number if applicable. Contractors must provide a list with the names of the persons who will be attending the site visit on Company The number of attendees is limited to four from each firm. Requests should be submitted on letterhead and emailed to Maria Eugenia Olivares at maria.e.olivares@usace.army.mil. The USACE Peru Field Office telephone number is: (511) 618-2693 / (511) 908-706-709, and the points of contact for this solicitation are Maria Eugenia Olivares or Jorge Velasco. Request for attendance received after the date shown above will not be accepted. Contractors must meet at the entrance to the NAMRU-6 installation in Callao at the time and date listed above. For rental cars, the rental agreement must be presented. We recommend allowing a minimum of 60 minutes to access through the front gate of the installation. NOTE: Information obtained during the site survey visit but not included in the scope of work is not contractually binding. Contractors must provide the gate guard with a photo id, the name of the event, and name of the sponsor (Jorge Velasco U.S. Army Corps of Engineers) and are to proceed directly to and from the event. Guests observed in areas outside the direct route to and from the event or outside of the scheduled time will be escorted off base immediately. Random base tours are not authorized. The event may be cancelled at a moment's notice due to unforeseen circumstances or an increase in Force Protection Conditions. Note No. 7: The request for information (RFI) process for bidder inquiries during the advertisement period will be through the PROJNET internet based system, and specifics will be contained in the RFP solicitation package available exclusively from FedBizOpps. Other forms of communicating RFIs to the government will not be honored.
