Description
1.0 DESCRIPTION This is a Sources Sought Notice and does not constitute a Request for Proposal (RFP) or any type of commitment by the Missile Defense Agency (MDA). The MDA, Directorate for Test (DT) is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine the interest and capability of potential sources to supply two commercial Gulfstream 550 (G550) aircraft. This Sources Sought is intended to help MDA: 1. Assess the current marketplace and existing industry capabilities to satisfy the MDA requirements. 2. Obtain recommendations from industry on what acquisition strategies and contractual approaches would be most effective to satisfy the MDA requirements. 3. Determine what data and information are needed by industry for proposal preparation purposes. 4. Identify and mitigate any potential barriers to competition. 5. Determine if any type of small business set-aside would be appropriate. All information submitted by respondents will be used by MDA for planning purposes in support of a potential future RFP. Responses will not be construed as an offer to form a binding contract. 2.0 BACKGROUND MDA utilizes various fixed-wing aircraft to gather data for its testing program. The Government-owned aircraft are nearly 50 years old. MDA has completed a Business Case Analysis under which the recommended course of action is to purchase two (2) used Gulfstream 550 aircraft to replace the aircraft currently in use. 3.0 REQUIREMENTS SCOPE The two G550 aircraft must be certified to Title 14 Code of Federal Regulations (CFR) Part 25, Airworthiness Standards, and Part 36, Noise Standard. The G550 aircraft must have an entry into service date no earlier than 2006 and have no more than 7,000 flight hours. The G550 aircraft must be in an Original Equipment Manufacturer (OEM) configuration and not have any modifications that were not approved by the OEM. The G550 aircraft must have all scheduled inspections and maintenance current. All maintenance records must be available for inspection. MDA's current budget calls for purchase of the first aircraft in 2019, and purchase of the second aircraft in 2020. There is a possibility the budget may change to allow purchase of the first aircraft as early as 2018. MDA may award two separate contracts for one aircraft each, but is open to suggestions from industry on how to possibly award a single contract for both aircraft. 4.0 RESPONSE INSTRUCTIONS Respondents and prospective offers and their suppliers must be U.S. firms and not foreign owned, controlled or influenced. Interested parties are requested to provide an information package in either Microsoft Word or a searchable Portable Document Format (.pdf) file. The information package should include the following: - Company Name and Address - CAGE Code - Company socio-economic profile, e.g., Large Business, Small Business, Small Disadvantaged Business, Woman-Owned Small Business, Service Disabled Veteran Owned Small Business, Historically Underutilized Business Zone (HUBZone) Small Business, etc. - Point of Contact, including telephone number and e-mail address The information package should also include answers to the following questions: 1. Does your company have one or more Gulfstream aircraft available that would meet the Government requirements described in section 3.0 above? If so, would your company be likely to submit a proposal in the event the Government issues an RFP? 2. Is there anything specific about the Government requirements that would prevent your company from submitting a proposal? If so, do you have any recommendations that would make your company more amenable to submitting a proposal? 3. Does your company have any suggestions on how to award a single contract for both aircraft, with the understanding that the two aircraft may be delivered and paid for up to two years apart? If so, what type of contract structure would you envision for a single contract? Please be as specific as possible. 4. Is there any additional information that would be helpful to your company in preparing and submitting a proposal? 5. Do you see any potential barriers to competition for this effort? 6. Is your company currently registered in the Federal Government's System for Award Management (SAM)? 7. Has your company had other Government contracts in the past? If so, please provide recent examples. Please do not submit generic corporate marketing materials (e.g., flyers, pamphlets, etc.) in response to this Sources Sought; any such materials will not be reviewed by MDA. If proprietary data is included in the response, then the respondent is responsible for appropriate markings on a paragraph-by-paragraph basis. MDA may use contractor support personnel (non-Government) as Subject Matter Experts in the review of responses received, including the review of any marked or unmarked proprietary information. Non-disclosure agreements have been executed between the contractor support personnel and the Government personnel, and are on file with MDA. Submission of a response to this Sources Sought Notice constitutes the participant's acknowledgement and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to contractor support personnel. MDA may request follow-up information from respondents as necessary for clarification purposes. Any follow-up information provided to MDA will be considered part of the overall market research activity and will be handled in accordance with FAR Part 15.201. Responses are requested within 15 business days from this posting, and must be sent via e-mail to the Contracting Officer, Mr. Robert Kuczenski, at Robert.Kuczenski@mda.mil. Any questions regarding this Source Sought Notice should be sent in writing to the Contracting Officer at the same e-mail address.
