FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and laboratory equipment SUBJECT: Sample introduction system with mixing chamber and desolvation membrane SOLICITATION NUMBER: SB134117RQ0612 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Elemental Scientific, at 7277 World Communications Drive, in Omaha, NE to purchase a sample introduction system which includes a mixing chamber and a separate membrane de-solvation component. This product will be used in conjunction with a NIST owned Thermo Fisher Neptune Multi Collector Inductively Coupled Plasma Mass Spectrometry (MC-ICPMS) system. The sole source justification is based on the following: NIST is unique among Neptune multi collector Inductively coupled plasma mass spectrometry (ICP-MS) laboratories in that it is required to analyze a wider variety different elements than the typical user. This necessitates a high degree of flexibility in the equipment and accessories being used. NIST currently has an aging Neptune multi-collector ICP-MS. To extend the life of the current instrument and enhance its performance to adequately address the current workload, NIST requires a sample introduction system which improves the stability of the flow of aerosol to the Neptune torch thereby improving the ability to make accurate measurements with the lowest uncertainty possible. The system must include a mixing chamber and a membrane de-solvation module. In order for this purchase to benefit the greatest number of projects it must have a high degree of flexibility. All components of the system must be compatible with hydrogen fluoride (HF), which is necessary for some of NIST's projects. The membrane de-solvation unit must be easily bypassed for samples in which it might trap out important analytes. Elemental Scientific (ESI), which is listed in the Dynamic Small Business Search Engine, is the only manufacturer that NIST is aware of that makes a sample introduction system for ICP-MS which is compatible with HF, has a membrane de-solvation module which can be bypassed, and is compatible with Neptune. Given these facts, Elemental Scientific is determined to be the only source reasonably available to provide the required system. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
