- Reno VA Solicitation Clarification Questions Clarification #1 Background: Section 2.1 calls for testing of circuit breakers highlighted by green boxes on the one line drawings. VHA Directive 1028 has a requirement to test all circuit breakers in the main switchboards and distribution panels. However, further down in the same paragraph outlines a recommendation (not a requirement) to exercise all breakers 225 amps and below. Most VAs are interpreting this as a requirement to test all breakers 250 amps and above while exercising all breakers 225 amps and below. The green boxes have breakers below 250 amps being tested and there is no mention of exercising circuit breakers. Question #1.1: Should bids be based on requirements stated in the Scope of Work related to testing breakers highlighted by the green boxes and not exercising breakers not tested? Response #1.1: Bids should be based on testing the items identified on the onelines for testing (with the testing in accordance with manufacturer s recommendations). Clarification #2 Background: Section 2.1.3.2 of the Scope of Work outlines the requirement to test circuit breaker in panels with a main breaker disconnect. This item can directly impact both scheduling and pricing. Question #2.1: How many of these panels/breakers exist? Response #2.1: The scope directs the contractor to test the panel s main breaker disconnect if one exists. Based off an inspection of 25 panels in Building 12 and 1D as a representative sampling of the facility, 5 were found to have main breakers. Therefore, bids should estimate the number of panels with main breakers to be 25% of the total. Clarification #3 Background: Section 2.3 requires an updated arc flash hazard analysis. Question #3.1: Was the previous arc flash hazard analysis performed using SKM software? Response #3.1: The VA does not have access to commercial software to perform coordination studies/arc flash analyses. A complete Coordination Study and Arc Flash Hazard Analysis was performed in September 2012 by Eaton. A partial facility study covering Buildings 1D/12 emergency circuits was performed in August 2016. Both will be available (via pdf) to the successful contractor. Question #3.2: Will the successful contractor be provided an electronic copy of the database used to perform the initial analysis? Response #3.2: See answer to Question #3.1 Question #3.3: If not, will a hard copy of the previous analysis be provided? Response #3.3: See answer to Question #3.1 Question #3.4: Will the successful contractor be required to change protective devices settings to reflect those outlined in the updated study? The testing phase would be the ideal time to perform these changes. Additionally, failure to change devices to reflect settings outlined in the analysis invalidates incident energy levels stated on the new labels until such time required adjustments are made. Response #3.4: Yes, it is expected that the device settings will be changed by the contractor to reflect what is shown in the new coordination study and on the new arc flash labels. Clarification #4 Background: Section 2.2.1.1 of the Scope of Work outlines the requirement to take a photograph of each equipment item to be tested. The scope provides a specific filename format to follow. Question #4.1: Would it be acceptable to create an index of the photographs using the original filename but provides the location and identification information? This format has been used at other VA facilities and can save considerable time. Response #4.1: The scope specifies to follow a file-naming pattern and provides an example. The intention is for the VA to receive a collection of files/photos that can be word-searched for a specific piece of equipment (like a historical database). Clarification #5 Background: Synopsis states period of performance is from 1 September 2017 to 31 August 2018. Solicitation mentions a 60-day performance period. Question #5.1: What is the intended period of performance on this project? Response #5.1: The Period of Performance is to be the sixty (60) days after the contract is awarded.
