Description
NAWCAD Lakehurst intends to procure, on a sole source basis from GE Inspection Technologies, LP (CAGE code 052B7), four (4) Defect Measurement Video Borescopes (4mm), Part Number (P/N) XLGOB3920M-N, National Stock Number 6650-01-586-0426, in support of the FMS JGSDF JA-P-SCS MV-22 B Block C Aircraft Program. GE Inspection Technologies, LP is the Original Equipment Manufacturer of the Defect Measurement Video Borescopes, P/N XLGOB3920M-N. The borescopes were developed for the Navy based upon a commercial model that was modified by GE to meet the Navy's requirements. The Government does not possess the technical data that would be required for an alternate source to manufacture these units. The GE Defect Measurement Video Borescope is the only borescope that can meet the Navy's Electro-Magnetic Interference (EMI) and environmental testing requirements for rain, blowing sand, and dust. Video Borescopes found in the commercial market are suitable for industrial, commercial aviation, and automotive applications, but were not designed for use in harsh military environments and do not provide the quality of inspection required in tight space constraints. Additionally, the cost to build, test, and logistically support an alternate Defect Measurement Video Borescope to conform to Navy requirements would add significant cost and timeline to this effort. Non-recurring engineering costs (first article development; design, testing, and production reviews; test plans and reports; software development, engineering data for provisioning, maintenance plan, technical manuals, training, etc.).
