SF30; Amendment #1 PF2 - RFP-Attachment 5- Appendix 1 Volume II-Tab T3-Cybersecurity Compliance Matrix (CCM) PF2 - RFP-Attachment 1-Statement of Work (SOW)-Appendix 1-TAB 2-Sample Transmission Plan PF2-Model Contract (SF1449) SF30; Amendment #2 Background and Introduction: The Commercial Satellite Communications (COMSATCOM) Pathfinder series was created in response to the July 2014 Defense Planning Guidance for FY16 - FY20, and the National Defense Authorization Act for Fiscal Year 2014 (NDAA for FY14) Senate Report 113-44. Additionally, congressional language in the National Defense Authorization Act for Fiscal Year 2016 directs the Department of Defense (DoD) to explore new and innovative ways to acquire COMSATCOM for the benefit of the warfighter and the taxpayers. The Pathfinder series is designed to demonstrate how COMSATCOM solutions can improve flexibility, reduce cost through innovative acquisition strategies, and increase capability by utilizing commercial technologies versus traditional leasing efforts. The COMSATCOM Pathfinder series will demonstrate innovative and resilient wideband alternatives by leveraging readily available COMSATCOM solutions. Pathfinder 2 (PF #2) will acquire at least one pre-launch transponder that will be utilized over the Continental United States (CONUS). Notice of Contract Action: Amendment 1: PF2-RFP-Attachment 5 - addenda to 52.212-1 is updated to change the name and email address of the PCO and update the proposal due date from "TBD" to 7 August 2017 Amendment 2 (ao 14 July 2017): "PF2 - Model Contract (SF1449)" - Descriptive Date for CLIN 0001 - Pre-Launch Transponder(s) is updated to change date of Attachment 4, Commercial Interim Payment Plan - from 5 January 2017 to 15 March 2017. The Microsoft Excel (fillable) versions of "PF2 - RFP - Attachment 1 - Statement of Work (SOW) - Appendix 1 -TAB 2 -Sample Transmission Plan" and "PF2 - RFP - Attachment 5 - Appendix 1 Volume II - TAB T3 - Cybersecurity Compliance Matrix (CCM)" have been posted. -As part of this posting, the SF30 for Amendment #1 has been posted. Note: signed SF30s shall be included with the submission of your proposal Attached to this notice is the Request for Proposal (RFP) for the COMSATCOM PF#2. The Space and Missile System's Center's Military Satellite Communication (MILSATCOM) Directorate is soliciting a competitive Firm-Fixed-Price (FFP) contract in support of the PF#2 Program. Vendors must be registered in the System for Award Management (SAM) prior to award of any contract. Contractors may register at www.sam.gov Small Business Consideration Responses from small and disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, or 8(a) firms. The North American Industry Classification System Code is: 334220. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. No classified information shall be submitted in response to this RFP. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFP. Responses to the RFP will not be returned. A negative response or "no bid" response to this RFP does not preclude participation in any future solicitation, if one is issued.
