- General Description DRAFT SOW General Description The Contractor shall provide all personnel, equipment, tools, material and supervision, required to develop and execute an Unidirectional Flushing (UDF) program for JBSA at multiple locations and to perform and document unidirectional flushing of water mains in accordance with USAF/AFCEC Unidirectional Flushing (UFD) Guide for Water Distribution Systems dated April 2012, UFC 3-230-02, AFI 32-1067, 30 TAC §290, AWWA M17, and AWWA M44 and all other applicable criteria. Work covered under this solicitation is for the development of a Unidirectional Flush program for Joint Base San Antonio (JBSA) Contractor shall provide the professional services firm that will develop, plan and execute a Unidirectional Flushing program to: Locate, inspect, assess, and operate distribution system valves and hydrants, record water flowed, and create a deliverable GIS/Database in accordance with section 01 35 35 13.30 00 SPECIAL PROJECT PROCEDURES - GIS and compatible with the JBSA current GIS/Database system. As a part of this program; fire hydrants requiring additional excavation work in order to bring them to full operability shall be inventoried and entered into a GIS/Database system where they will be prioritized according to condition and criticality. Results will include individual reports of the location of all fire hydrants including the attribute data associated with that fire hydrant. Recommendations for refining of the scope and value of an ongoing system-wide program will also be made on the overall evaluation of the criticality of every fire hydrant. The final report shall be submitted within thirty (30) days after completion of the project in a detailed report. Periodic reports may be required as determined by the JBSA government representative. The specifications contained herein describe the minimum requirements of the JBSA UDF program and any omission shall not relieve the Proposer of furnishing quality service in a timely manner.
