Description
Revised Statement of Work Dated 13 Jul 17 COMBINED SYNOPSIS/ SOLICITATION FOR COMMERCIAL ITEMS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 & 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is FA441817R0018 and is being issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, Dated 19 Jan 2017. (iv) This acquisition is unrestricted. The associated NAICS code is 336992 with a size standard of 1,500 employees. (v) Contractors shall submit a proposal for a passive rocket propelled grenade protection system to be installed on eight (8) guard shacks on Joint Base Charleston. All responsible sources may submit a proposal, which shall be considered. A firm fixed price contract is contemplated. (vi) The system will be installed on Joint Base Charleston - Weapons Station, South Carolina. (vii) The Period of Performance shall be 180 calendar days, or less. (viii) A Site Visit will be conducted on 18 July 2017 at 1000. All interested companies shall submit the company name and all employees that will be in attendance by 1200 on 10 July to SSgt Randy Brittingham, Contract Specialist, at randy.brittingham@us.af.mil. Additional documentation may be required to obtain base access. 19 July will be reserved for contractors in the event additional measurements, information, etc., are necessary. (ix) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil) (x) FAR 52.212-1, Instructions to Offerors - Commercial. Contactors must submit a description of how the vendor proposes to meet the requirements of the Statement of Work. Contractors shall provide sufficient information for the Government to determine the approach is acceptable/ unacceptable based on the Statement of Work. Vendors shall submit: 1. Technical data and specifications for the proposed system, 2. Test/performance data for the system to include environmental testing 3. Drawings depicting how the system will be installed for each of the four site conditions (grade slab, off the pier, 4-ft stand on the pier, and 15-ft stand of the pier), 4. Serviceable life data and life cycle sustainment cost to include system replacement and/or parts 5. Past performance information for relevant projects of similar scope within the last five years. FAR 52.212-2, Evaluation - Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Technical 2. Price The government will award to the Lowest Price Technically Acceptable offer. Contractors are advised to provide sufficient information to allow the Government to evaluate their proposal meets the minimal technical criteria as follows; • Must be a passive system • Provide 360° vertical protection to the guard shack exterior • Be capable of multiple threat neutralization on a single face • Have a standoff distance of no greater than 25 cm (10 in.) • Mounted to the guard shack exterior • System must not prevent entry into or exit from the guard shack • Lightweight • System requires infrequent retensioning after installation • System provides minimal visual obstruction The Government shall first evaluate each proposal for technical acceptability. Proposals receiving an acceptable evaluation rating shall then be ranked according to price. OMBUDSMAN (JUN 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
