Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the Walter Reed Army Institute of Research (WRAIR) intends to negotiate a sole source, firm fixed price, contract with TTP Labtech Ltd. located at Melbourn Science Park, Cambridge Road Melbourn, Royston, Hetfordshire, SG8 6EE, United Kingdom in accordance with FAR 13.501(a)(1)(i): Only one source reasonably available (including brand name). The WRAIR plans to purchase a Mosquito LCP robotics crystallization system to continue WRAIR's work in the field of wound infections and bacterial diseases. This instrument will support several funded research efforts for drug discovery and development at WRAIR which require high throughput crystallization for structure-based drug discovery and development. The robotics crystallization system will also support the antibacterial drug discovery and development mission as described by the National Action Plan for Combating Antibiotic Resistant Bacteria (CARB). Market research determined TTP Labtech Ltd is the manufacturer and sole authorized vendor of the Mosquito LCP. The Mosquito LCP is the only robotics crystallization system that can 1) aspirate multiple source liquids and dispense them simultaneously for setting up hanging drop, sitting drop, micro batch, bicelle, additive screening and micro seeding crystallization trays and 2) precisely pipet highly viscous lipidic cubic phase (LCP) mixtures used in membrane protein crystallization. We also require an instrument that can dispense extremely viscous solutions such as oils and lipids for membrane protein crystallization which the Mosquito LCP is specifically designed for. The Mosquito LCP system is also the only system on the market using disposable pipette tips which will eliminate any cross contamination issues. The North American Industry Classification System (NAICS) for this requirement is 334516 with a size standard of 1,000. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by 28 July 2017 at 12:00 PM Eastern Standard Time (EST) in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. If no written responses are received by the date listed above, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source.
