- M6700117Q0027 Attachment 2 Past Performance Questionnaire M6700117Q0027 Attachment 1 DD254 RFQ M6700117Q0027 7-13-17 RFQ AND ATTACHMENTS POSTED CLOSING DATE 4 AUG 2017 at 1:00PM 6-30-17 SYNOPSIS POSTED MCIEAST-MCB Camp Lejeune Contracting Department, has a requirement for support services is to provide knowledge, training, and support to assist the Public Works Division (PWD) Energy Management Controls System (EMCS) program in the understanding, operation, maintenance, management, and utilization of the Energy Management Control System (EMCS). A complete Performance Work Statement (PWS) will be included with the solicitation. The intended contract shall be for a one (1) year base period and two (2) additional 1-year option periods. It is the Government's intention to issue a firm-fixed price contract in accordance with FAR Part 13.5. This proposed acquisition will be 100% set aside for Small Business. The associated North American Industrial Classification System (NAICS) code for this requirement is 541513 - Computer Facilities Management Services, which has a small business size standard of $27.5 million dollars in annual receipts. The Government intends to award on the basis of best value. Award will be issued on an all or none basis. The Government will solicit and award this contract using simplified acquisition procedures, in accordance with FAR Part 12 and Subpart 13.5. The Government intends to award to the quoter that provides the Best Value to the Government. Award will be made approximately twenty (20) business days after closing of response period. The solicitation M67001-17-Q-0027will be posted on or about 5 days after this posting and made available on the Federal Business Opportunities (FBO) web site at www.fbo.gov. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database at www.sam.gov. Contractors must also ensure annual representations and certifications are current or complete them at the SAM website. All prospective offers interested in submitting an offer must have a commercial and government entity code (CAGE code). Contractors must be registered with Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) previously known as Wide Area Workflow Receiving and Acceptance (WAWF-RA) at www.wawf.eb.mil. Services will be in accordance with the draft Performance Work Statement (PWS) attached. This is a Request for information (RFI) only. There is no solicitation available at this time. The RFI is issued for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. This will be a Firm Fixed Price contract in accordance. The intended contract shall be for a one (1) year base period and two (2) additional 1-year option periods. The submission of information is for planning purposes only, and is not to be construed as a commitment by the Government to procure any items or services. The information will not be returned, and no compensation will be provided form any response to this announcement. Proprietary information submitted will be protected, when so designated. The applicable North American Industry Classification System (NAICS) code is 541513 - Computer Facilities Mangement Services, which has a small business size standard of 27.5 Million dollars in annual receipts. Interested concerns, large and small, should indicate interest and capability to provide tasks identified above to the Contract Specialist (email below), in writing as early as possible, but no later than 4:00 PM EDST, Wednesday 10 May 2017. Potential vendors must have an active registration in the System for Award Management (SAM) in order to be eligible for award, as well as have NAICS 541513 identified in their SAMS profile. Interested firms are requested to respond to this notice and include the following in their response: 1.
