Description
This is a Pre-Award Synopsis for the US Army Contracting Command - Rock Island (ACC-RI) for solicitation W52P1J-17-R-AWSR, which serves as notification to industry of a sole source procurement. The Federal Communications Commissions (FCC), has given notice to all federal agencies that they must vacate the 1755 to 1780 MHz frequency band. This acquisition is strictly for recrystallization of 20 of the Army's existing Alcatel MDR- 8000 series radios. The proposed action will be accomplished under a Firm Fixed Price (FFP), sole source contract with LGS Innovations, Inc. with a period of performance of 6 months; with no additional option periods. This contract will be executed from a single source as authorized under FAR 13.106-1 (b). LGS, is Nokia's exclusive reseller and service provider to the U.S. Federal Government and the original equipment exclusive reseller of the MDR-8000 radio, and associated components. LGS, as the exclusive service provider, will recrystallize 20 existing Alcatel 8000 series radios operating in the 1755-1780MHz band into the 1780-1850MHz band; by installing: Government Furnished Equipment (GFE), XMT/RCV Filter (1755-1850), and Crystal and Oscillator components. This will be a service contract only; all equipment is GFE. The Contractor will perform all of the installation, testing, project management, and travel required to complete the migration of the affected links in the systems operating in USACE Sacramento and Los Angeles, California Districts, as well as at Fort Rucker, Alabama. The NAICS code for this procurement is 811213 (Communication Equipment Repair and Maintenance). This is not a request for offers. A determination not to compete this procurement, based upon response to this notice, is solely within the discretion of the Government.
