Description
SF-330 Architect-Engineer Qualifications This request on the behalf of the United States Department of State (DOS), Bureau of International Narcotics and Law Enforcement (INL) is being set aside for architect-engineer (A-E) firms on an unrestricted basis. The NAICS code for this acquisition is 541310 with a small business size standard of $7.5M. Background The Panamanian government is providing Building 115 on the Servicio de Proteccion Institucional (SPI) Installation at Corozal East, Panama City, Panama for use by sensitive Panamanian law enforcement as an operations center, offices, and dormitories. The building is a structurally sound 3-story (basement, ground floor, second floor) concrete building built by the US Army Corp of Engineers in the 1940s. It was subsequently renovated multiple times in the 1970s and 1990s, prior to being turned over to Panama. Since the turnover, much of the building has fallen into disrepair and some building systems are completely inoperative, such as the central air conditioning system. To improve the operations and security of sensitive Panamanian law enforcement units, INL Panama and the Ministry of Public Security represented by the Judicial Investigations Department of the National Police are collaborating with funding to renovate Building 115. Location All work shall take place at the A-E firm's facility and the construction site(s) at/near Building 115 on the Servicio de Proteccion Institucional (SPI) Installation at Corozal East, Panama City, Panama. Scope of Services The architect-engineer (A-E) firm must perform all professional services described herein (to the extent the Government exercises the options) in order to design and supervise renovation of Building 115 for use as an operations center, offices, and dormitories for sensitive Panamanian law enforcement units. In carrying out the required professional services, the A-E firm will provide supervision for all aspects of the renovation and identify requirements for material, labor, supplies, transportation and a timeline for delivery. The A-E firm will work with both the USG/INL Panama and the Panamanian Ministry of Public Security, represented by the Judicial Investigations Department of the National Police, to obtain material, labor, supplies, transportation. The professional services to be furnished must include the following Installation contract and option items: a.Item 1 (CLIN 0001): A-E Planning & Assessment Services. The planning services required include a formal site survey and various siteassessments. Overview: Site Survey. A formal property survey is required. The A-E firm shall verify the actual property lines with the appropriate Panamanian government agency or agencies to ensure the proposed construction site does not infringe on private property. Overview: Site Assessments. The A-E firm will carry out preliminary site assessments that describe the physical, functional, and performance requirements that must be met by the A-E firm in designing the construction project. The site assessments shall be comprehensive and reviews the proposed construction site's soil, vegetation, topography, and hydrology in preparation for a development of a sediment and erosion control plan for construction work to be performed by the eventual construction firm. The site assessments shall also include an environmental assessment and geological testing. Specific Requirements: The A-E firm shall conduct a complete site survey for theproposed construction site; the survey shall include the development of architectural drawings and elevations, which are followed by basic structural, mechanical and electrical drawings, which shall be included with the design concept construction documents including the specifications manual, or "spec book." If there is any demolition or excavation, for example, that may be handled in the main specifications, or possibly by a completely different set of construction documents. Any electrical or plumbing work needed will also be included in the specifications. The A-E firm will prepare an environmental site assessment for the proposed construction site noted in this SOW and in accordance with international ASTM Standard E1527-05. The report prepared for a real estate holding will identify potential or existing environmental contamination liabilities. The A-E firm shall provide INL Panama with four (4) copies of the report in English and two in Spanish. A-E firm representatives dealing with INL Panama should be conversantin English, as coordination between INL Panama and the A-E firm will beconducted primarily in English. Phase I Environmental: A.Local environmental oversight agency interviews B.Analysis of potential historical artifacts. C.Analysis of local hydrogeological conditions D.Government environmental data Installation review E.Inspection of subject property and surrounding areas F.Interviews with owners, occupants and neighboring tenants G.A detailed professional site plan H.Digital photographs with descriptions I.Inclusion of the Statement of Qualifications of assessors Notice to Proceed: Upon award of the contract, the Contracting Officer may provide to the A-E firm a limited notice to proceed (LNTP) which shall allow the A-E firm to commence with mobilization to carry out various activities associated with the required planning services. Period of Performance: The period of performance for CLIN 0001 - Site Survey & Assessments shall be for thirty (30) days. b.Item 2 (CLIN 0002)(OPTIONAL): Phase II Environmental Site Assessment Report. The Government reserves the right to exercise CLIN 002 after the Government accepts contractor submission for CLIN 001 Phase II Environmental Site Assessment reports will be required when a Recognized Environmental Condition (REC) is found during the Phase I Environmental Site Assessment process. Phase II Environmental Site Assessments consist of collecting soil samples to screen for chemical or metal contamination. Phase II Environmental reports will also include sampling of groundwater and surface water. Includes the following tests: A.Hydrogeological Studies; B.Soil Studies C.Water Well Design and Analysis Furthermore, the A-E firm shall furnish the Government with a copy of all actual test results accompanied by the A-E firm's interpretation of such test results. Period of Performance: The period of performance for CLIN 0002 shall be for thirty (30) days. c. Item 3 (CLIN 0003): 35% Concept Design. Based on consultations with INL Panama and other U.S. Embassy entities as approved by INL Panama the A-E firm must create a 35% concept design that implements the design objectives below for the facility, accompanied by a design narrative and initial specifications, construction cost estimate, and construction schedule. The 35% concept design allows the Government to review and concur with the A-E firm's interpretation of the functional and organizational requirements of the project and is intended to clarify, as well as establish, specific requirements for the project. Specific Design Requirements. The A-E firm shall develop a design for an operations center, offices, and dormitories used by sensitive Panamanian law enforcement units. This may include site adaptation of designs provided to the A-E firm by INL Panama. The A-E firm must work closely with INL Panama and other U.S. Embassy entities as approved by INL Panama to determine the design requirements and ensure the design meets the needs and expectations of involved parties through an iterative, inclusive process. This includes the provision of multiple options and configurations, with the associated pros and cons attached to each choice, for the consideration of INL Panama and participating other U.S. Embassy entities. The final design approval rests with INL Panama. Initial, tentative requirements are outlined below. The facility is intended for use as an operations center, offices, and dormitories by two sensitive Panamanian law enforcement units; requirements should include, but are not limited to: 1) Law Enforcement Unit #1: a.Dormitories (bunks) for up to 56 persons (assume 40 male; 16 female) b.Assume a total building occupancy of up to 125 persons, with average daily occupancy of approx. 60 persons. c.There will be specific, detailed requirements for dedicated space for sensitive hard-wired ‘wire room' listening equipment and associated supported devices. The room will need to support up to 40 dedicated computer work stations and have a separate dedicated secure entrance. d.The remainder of the building will also require a computer network (Wi Fi can be considered) and telephone/intercom system. e.There will need to be toilet rooms, kitchen, dining facilities and break rooms included in the planning to support the number of personnel intended. 2) Law Enforcement Unit #2 : a.A second dedicated space for sensitive hard-wired ‘wire room' listening equipment and associated supporting devices. The room will need to support up to 20 computer work stations. b.A separate, dedicated exterior secure entrance. (Unit A and Unit B personnel must be completely segregated from any contact.) c.Separate support facilities (toilets, kitchen, etc.). d.No dormitory space needs to be planned. 3)General program requirements discussed include: a.Minimum dedicated parking spaces for 35 vehicles, with expansion capacity for up to a total of 50 vehicles. b.A dedicated 24-hour security post in a common reception area, with CCTV monitoring station. c.CCTV cameras at all exterior entrances and building perimeter. d.Cipher/pin locks at all entrances. 4)A thorough investigation of the extent of roof damage and a determination as to how much replacement is needed. 5)An assessment of the existing underground utilities - both on the building site and beyond to the local municipality - to determine capacities and capabilities for handling the anticipated additional building loads for supply water, sewer, storm water runoff and electrical supply. 6)An assessment of the condition of the entire building electrical system, including the condition of all existing electrical equipment. 7)An assessment of the condition of all the building's mechanical and plumbing systems. 8)Removal of all interior non-masonry partition walls, all ceilings (both adhered and suspended) and all existing vinyl floor tiles. 9)Replacement of all building windows and doors with energy efficient units. 10)Extensive programming meetings with all involved parties to fully define the programmatic requirements for the design process. 11)The design will need to meet all current Building Codes, unless specifically exempted by INL. 12)A series of design reviews (concept design, 35% design development, 95% final design, and final design) to ensure all programmatic requirements are properly addressed, with involved parties signing-off prior to moving to the next design phase. 13)The development of a Cost Estimate and Bill of Quantities, itemizing all materials required to complete the renovation. 14)The development of a critical path Project Schedule, in calendar days, from concept design to construction closeout. The facility is to be renovated utilizing materials and methods as determined in program meetings with INL Panama and other U.S. Embassy entities as approved by INL Panama discussed during the concept design phase. The A-E firm is required to incorporate local architectural features into the design and where feasible, use them as an accent to enhance both the interior and exterior finishes of the structure. The A+E firm will ensure the renovation follows all required architectural and exterior appearance standards mandated by the Panamanian authorities, if applicable. Minimum Drawing Elements. At a minimum, the drawings shall include the following: a.Civil 1.Site Demolition Plan 2.Topographic Survey Plan 3.Site & Utilities Plan b.Architectural 1.Demolition Floor Plans 2.New Work Floor Plans - Including room names and dimensions 3.Furniture Footprint Plan - Reflecting and including an updated collateral equipment list coordinated with the activity. 4.Finish Schedules 5.Roof Plans 6.Elevations 7.Wall Sections & Details c.Structural 1.Foundation Plan (if necessary to support the proposed design) 2.Floor Framing Plans 3.Roof Framing Plans d.Mechanical 1.Site Plan 2.Plumbing Floor Plan - Showing fixtures and equipment locations 3.HVAC Floor Plan - Showing equipment locations, one or two line duct layout, preliminary piping runs 4.Mechanical Room Plans - Showing major equipment and maintenance access space 5.Legends e.Electrical 1.Site Plan 2.Lighting Floor Plan and Lighting Fixture Schedule 3.Power Floor Plan 4.Special Systems (telecommunications, FA, CATV, CCTV, intercom, etc.) Floor Plan(s) 5.One Line Diagrams and/or Power Riser Diagrams, 6.Legends NOTE: Electrical floor plans should indicate proposed number and location of fixtures, outlets, and devices, but should not indicate any conduit or cable runs. Electrical floor plans should also indicate proposed location and space required for electrical equipment such as transformers, switchboards, panel boards, and telecommunication equipment. Associated Submittals. In addition to the drawings, the following documents shall also be included as a part of the 35% concept design submitted to the Government. a.Basis of Design b.Preliminary Color Design c.Exterior Architectural Design Submittal. d.Outline Specification e.Geotechnical reports and surveys.. f.Proposed construction schedule and schedule of major utility outages. g.Calculations - Include to the extent required by the Basis of Design. h.Dust and Erosion Control Plan. i.Storm Water Management Plan. j.Preliminary Cost Estimate Period of Performance. If utilized by the Government, the period performance of CLIN 0003 shall be sixty (60) days. d.Item 4 (CLIN 0004) (OPTIONAL): 95% Pre-Final Design. The Government reserves the right to exercise CLIN 004 after the Government accepts contractor submission for CLIN 003 for the architect-engineer (A-E) firm to perform tentative document services, also referred to as the 95% pre-final design, for the facility accompanied by a revised design narrative, specifications, cost estimate, and construction schedule. The A-E firm must work closely with INL Panama to determine design requirements and ensure the design meets the needs and expectations of involved parties through an iterative, inclusive process. This includes the provision of multiple options and configurations, with the associated pros and cons attached to each choice, for consideration by INL Panama and participating U.S. Embassy entities. The final design approval rests with INL. The A-E firm shall prepare drawings and other documents on the approved concept documents to fix and describe the character of the entire project, including architectural, structural, mechanical, and electrical systems, materials, and such other elements as may be appropriate. All drawings shall be prepared to construction documents scale and illustrate the proposed final design of the project. The drawings must be accompanied by all related engineering calculations and any necessary construction notes. The A-E firm will provide a detailed Project Cost Estimate, including a detailed Bill of Quantities document. Refer also to Section VI - Cost Estimate. Period of Performance. If utilized by the Government, the period performance of CLIN 0004 shall be sixty (60) days. e.Item 5 (CLIN 0005) (OPTIONAL): 100% Final Construction Documents The Government reserves the right to exercise CLIN 005 if CLIN 004 is exercised and after the Government accepts contractor submission for CLIN 004 for the architect-engineer to perform construction document services operations center, offices, and dormitories for sensitive Panamanian law enforcement units. This will include the production of the final drawings, design narrative, specifications, and other associated documents intended for solicitation for the actual construction on the Government-approved tentative documents. This also includes an estimate of the potential construction cost of the project with escalation projected to the date planned for the receipt of bid(s)/proposal(s). The architect-engineer also must prepare documents for submission by the eventual construction A-E firm to the appropriate Panamanian authorities for the purpose of securing a permit. The specifications for the construction project shall be in accordance with the standards developed by the American Institute of Architects (AIA), the Construction Specifications Institute (CSI), International Building Code (IBC). Period of Performance. If utilized by the Government, the period performance of CLIN 0005 shall be thirty (30) days. Type of Contract A standalone Firm-Fixed-Price (FFP) contract is contemplated. Significant Evaluation Factors A-E firms responding to this announcement will be evaluated on the above requirements based on the criteria in descending order of importance: 1. Technical Expertise: Specialized experience in construction and construction monitoring, within the last five (5) years, and technical competence in correctional detention facility design, and construction inspection services. Proficiency of Quality Control engineers with analyzing and summarizing technical data, providing recommendations, reporting research results, demonstrating technical understanding, familiarity with engineering codes and standards, familiarity with engineering software (CAD, scheduling, designing and estimation), and familiarity with submittal and monitoring phases. Sufficient experience on the Quality Control/Quality Management system. Quality Control engineers must have Quality Control/ Quality management certificates from appreciated agency and must have sufficient experience with construction materials on site and lab tests. 2. Personnel Qualification and Retainage: Professional qualifications of the team members assigned to the project including relevant education, registration(s)/license(s), longevity with the firm, engineering qualifications, construction experience, and construction monitoring experience. Ability to provide and retain qualified and suitable candidates that can successfully perform project requirements. 3. Project Management: Methods, reporting and client communication plan, corporate structure, facilities, systems, equipment, procedures, records management, and other components related to providing effective project execution. Ability to comply with the performance schedule, required or proposed delivery, taking into consideration all existing governmental business commitments. 4. Past Performance: Past performance on government and/or private industry contracts, particularly on correctional facility design, construction, and construction monitoring projects. Record of integrity and business ethics including satisfactory compliance with laws related to taxes, labor and employment, environment, antitrust, and consumer protection. 5. Language Skills : Demonstrated proficiency in written and oral communication in the English language. 6. Resources : Adequate financial resources and capacity to perform the contract or ability to obtain the resources required (see FAR 9.104-3(a) Ability to Obtain Resources). General Information This is being procured in accordance with the Brooks A-E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. A-E firms meeting the requirements described in this announcement are invited to submit: (1) a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II, and (2) any requested supplemental data to the procurement office shown. The SF 330 Part I must clearly indicate the office location where the work will be performed and the qualification of the individuals and the subcontractors proposed to work on the contract and their geographical location. The supplemental data accompanying the SF-330 must include a customer reference list with addresses and telephone numbers, and bidding records (low bid vs. estimate) for all projects listed as relevant experience. All SF-330 submissions along with supporting data shall be limited to not more than 50 pages, 8 ½ x 11 paper, 12 pitch. Pages in excess of this maximum limit shall be removed from the package and will not be evaluated by the selection board. Experience identified in Block 19 shall not be more than three (3) years old. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise, or other requirements listed. Following an evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selection of firms for negotiation shall be made in order of preference based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria listed in the announcement.
