Description
Sole Source Justification - INFOR The Federal Emergency Management Agency FEMA), Mt. Weather Emergency Operations Center (MWEOC), Mt. Weather, VA 20135-2006, intends to award a purchase order with INFOR Global Solutions, Inc. (US), for a renewal of a maintenance agreement for an enterprise asset management software product, 'INFOR EAM Enterprise Edition' formerly marketed under the 'Datastream 7i' name. A justification of using other than full and open competition simplified acquisition has been prepared and is attached to this notice. INFOR/Datastream is the manufacturer of the software, and is the sole source in the United States and Canada of the software, and owns all proprietary rights thereto. The maintenance agreement for the product, which shall include current patches and upgrades, is considered to be a commercial item in accordance with FAR Part 12.1. In accordance with FAR Part 5.2, this announcement is for informational purposes only. No Request for Quotation will be provided and telephone requests will not be honored. All inquiries and concerns must be addressed in writing via the e-mail link above by July 24, 2017 at 3:00pm, Eastern Daylight Savings Time as noted in this announcement. Any response must show clear and convincing evidence that the responder can meet the requirement listed herein and that competition would be advantageous to the Government. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
