Description

This is a Notice of Intent to Sole Source announcement only. The Department of Veteran Affairs, Alexandria VA Health Care System, intends to award a sole source Firm-Fixed Price Purchase Order for additional two (2) Centurion Vison Systems (Product #8065751763) and Centurion Ozil HP (Product # 8065751761) for the Overton Brooks VA Medical Center with Alcon laboratories, Inc. in accordance with 10 U.S.C. 2304(c)(1)(B) as implemented by FAR FAR13.106-3(b)(3), where COs are required to include additional statements explaining the absence of competition if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold. This is not a request for competitive offers and no solicitation is available. Market research has determined that this equipment is highly specialized are only available from a single source without duplication of cost and no other type of equipment will satisfy agency requirements. The Government intends to award the contract with an effective date of 25 July 2017 to Alcon Laboratories, Inc., 6201 SOUTH FREEWAY, FORT WORTH, TX 761342 This acquisition is for Centurion Vison Systems (Product #8065751763) and Centurion Ozil HP (Product # 8065751761). Overton Brooks VA Medical Center facility already uses Alcon Centurion Vison System and has ten Alcon Hand Pieces in their instrument Cataract sets necessary to conduct different procedures. Additionally, the facility stocks four different types of lenses in the operating room in preparation for their procedures, approx. a total of 702 Alcon lenses are stocked. The additional equipment must be compatible with the existing hand Pieces and lenses. Per the manufacturer, only Centurion Vision System is compatible with the existing system and the lenses and hand pieces that the facility already has. For the above-mentioned reasons, it is essential to the Government s requirement to continue using the same equipment, thereby precluding consideration of a product manufactured by another company. Accordingly, Alcon Laboratories, Inc is the only firm capable of providing the equipment described without the Veteran s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within five (5) calendar days of this publication by contacting Renata Ott via e-mail at renata.ott@va.gov. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Furthermore, the company must be a certified distributor of the required equipment. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
