Description
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), James J. Peters VA Medical Center, Bronx, New York, intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Arthrex, Inc., as it is the only responsible source that can provide the Arthroscopic Surgical Camera system that is needed in the VA New York Harbor Healthcare System, Manhattan and Brooklyn Campuses. This acquisition is being conducted under the FAR 13.1 Simplified Acquisition Procedures. VA New York Harbor Healthcare System, Manhattan and Brooklyn Campuses have the need for the Arthroscopic Surgical Camera System. This equipment is required to perform surgeries. During arthroscopic procedures, particularly ones in which bleeding occurs, it is imperative to have a superior pump. Without a properly functioning pump, there is very limited visualization as the view is quite cloudy. This can prolong the case or cause the case to be delayed if visualization cannot be established or cause the case to be converted to an open procedure which, in some cases, prolongs recovery. Additionally, certain cases require very good quality of images, particularly when performing a repair of an anatomic structure. The current arthroscopy tower screen does not provide this. Currently, surgeons are offering patients in need of a rotator cuff repair the option to see an outside surgeon because the current arthroscopy tower is not deemed functional to perform a rotator cuff repair appropriately. Items being purchased in this acquisition: See attached list of parts The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 1,000 employees. NAICS 339112 is NOT on the SBA Class Waiver List nor will SBA issue a Non Manufacturer Waiver for this Brand Name requirement. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required supplies and services. All capability statements received by closing of this notification will be considered. When responding to this announcement, respondents should refer to Announcement VA242-17-Q-0734 - Notice of Intent. A determination not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government anticipates the award of a firm-fixed- price contract. Based on the above information, the only company able to sell the equipment is Arthrex, Inc.
