- The 125FW Florida Air National Guard, hereby gives notice of their intent to award a contract to EMBARQ Florida, Inc. DBA CENTURY LINK, 100 Century Link Dr., Monore, LA 71203-2041, on a sole source basis utilizing FAR 13, Simplified Acquisition, as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The FLANG requirement is to procure continuing services which connects the 125FW units located at Camp Blanding in Starke, Florida with Clay County 911 dispatch center through the CS-1000 phone switch PRI gateway. The service includes the PRI ISDN Premium package, 100 DID telephone numbers with 20 per block, caller identification, and PS ALI (Per 1000 TNs) for the DIDs associated with the units. EMBARQ Florida Inc. is the sole source provider of circuit capabilities within the Clay County jurisdiction and the location of Camp Blanding Army Base. The Justification and Approval (J&A) will be posted in accordance with FAR 6.305(a) within fourteen days of contract award. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source to the manufacturer, EMBARQ Florida, Inc. DBA CENTURY LINK.
