Description
RFQ with SOW for 80NSSC17Q0107 NASA Langley Research Center (LaRC) Digital Asset Management (DAM) System Statement of Work (SOW) 1.0Background and Objective: NASA Langley Research Center (LaRC) does not currently have a central Digital Asset Management (DAM) system on Center, though there are hundreds of thousands of media files stored on systems across LaRC. The Media Solutions Branch intends to set up a service aimed at easily identifying tagged historical images in a concise, uniformed manner by leveraging DAM system technology. By setting up a DAM, LaRC will be investing in the safety of the past 100 years of photography, and several decades in videos and graphics, for all of NASA Langley. Note:Videos will be processed into the system at a later date. 2.0Scope and Objective(s): LaRC will leverage existing industry capabilities to meet the objective(s) of this document. The objective of this procurement is to provide users across the Center a consistent method in which to search, browse, and download LaRC-generated media. 3.0Description of Technical Requirements: 3.1The Contractor shall provide DAM general system access (Deliverable Item 4.1) for all LaRC employees. General access permissions shall include, but is not limited to, the following: a)Ability to browse content b)Ability to export/download content c)Ability to share content 3.2The Contractor shall provide DAM user system access (Deliverable Item 4.2) for a minimum of 50 LaRC employees to be designated by the LaRC OCIO Media Solutions Branch (MSB). User access permissions shall include, but is not limited to, the following: a)Ability to upload assets b)Ability to edit asset metadata c)Ability to delete assets 3.3The Contractor shall provide DAM administrative system access (Deliverable Item 4.3) for a minimum of 5 LaRC employees to be designated by the LaRC OCIO MSB. Administrative access permissions shall include, but is not limited to, the following: a)Provide management of system and user level permission on content b)Transfer of files to multiple file servers 3.4The Contractor shall deliver a DAM system (Deliverable Item 4.4) with the following minimum capabilities: 1.Support batch editing of metadata across multiple file types. 2.Metadata must be embedded into the files with IPTC or Dublin Core Standards upon changes to metadata. 3.Import content with embedded metadata. 4.Export content with embedded metadata. 5.Import content with attached metadata. (Example: File with xml sidecar.) 6.Ability to require metadata in an asset before allowing to be imported. 7.Display all metadata fields to LaRC employees. 8.Capability to edit all metadata fields by LaRC employees provided administrative system access identified in section 3.2. 9.Be compatible with industry standard media formats, including: TIFF, JPEG, PNG, DNG, Canon Raw Files, Nikon Raw Files, MP4, MOV, MXF, WAV, AIFF, AIF, MP3, and PDF. 10.Provide ability to scale storage to size needed based on number of assets. Note:LaRC's current storage size requirements is estimated at 50TB. This figure will increase over time. 11.Provide ability to download content in selectable formats on demand. 12.Provide a web based user interface with ability to download selected content. 13.Provide a quick search function in the web interface. 14.Provide an advanced search in the web interface with capabilities to search by file name and/or metadata, ability to drill down, and filter search results. 15.View imagery content in thumbnail gallery. 16.Provide a mechanism (e.g. shopping cart) to save a list of contents for later download and/or export. 17.Simplified upload/ingest capability. 18.Provide ability to share criteria by selecting assets and sending system-generated email notifications with a link to an asset(s). 19.Support asset storage limited only by Government owned hardware capabilities. 20.Ability to integrate with Microsoft Active Directory to authenticate access for administrative system and user system privileged employees. 21.Shall provide user accounts with configurable access and permissions associated with one or more defined user roles, where roles are used. 22.Ability to run analytics for most visited/used content. 23.Have access to asset file system for doing our own file-level backups. Note:Any proposed solutions which include cloud components and/or capabilities shall be FedRAMP certified. 3.5The Contractor shall provide DAM system maintenance and support (Deliverable Item 4.5). Maintenance and Support shall include, but is not limited to, the following: a)1-year warranty covering software from the date of delivery to LaRC. The warranty shall cover defects in design and workmanship as well as failure of software components of the system.
