Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-151 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 541380, size standard $15m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract with Science Exchange - 555 Bryant Street - #939 - Palo alto, CA 94301-1704 to procure the following biomedical service: Whole Genome Sequencing on Illumina HiSeq-X., Pair-End Sequencing w/30X coverage - Quantity (60) EA Sample: Genomic DNA: 1µg; gDNA quantified w/Qubit at 50ng/µl in nuclease free H2O or 10mMTris, pH8.0 Deliverable: Sample Processing, Sample QC, Library preparation, Library QC The underlying goal of the project is to understand the cellular role of DNA polymerase iota in human cells. To do so, we propose to analyze the whole genome of human cell lines expressing mutant forms of DNA polymerase iota with known biochemical defects. The genomic DNA was isolated from cell lines at early passage (young cells) and at late passage (old cells). By comparing the difference in the types of mutation between young and old cells, we can begin to understand the cellular processes in which pol iota participates and thereby determine the cellular role of human DNA polymerase iota. Science Exchange facilitates the interaction between customers and supplier of biomedical services. Science Exchange have arranged for quotes/proposals from vendors who would be willing to perform whole genome sequencing of 60 human genomes. Science Exchange will coordinate with the chosen preferred vendor (MedGenome)) to arrange/facilitate the services to be performed at the most economical cost and shortest turnaround/delivery timeframe which were important factors in selecting chosen vendor. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the products/services specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due fifteen calendar days from the publication date of this synopsis or by July 27, 2017 before 10:00am EST. via email or postal mail.
