- WD ND170016 WD ND170014 Drawings Specifications AG-3C78-S-17-0034 Solicitation This is an invitation for bid (IFB) solicited using the sealed bidding procedures of FAR Part 14. The contractor shall furnish all labor, materials, equipment and supervision required for the construction described. The estimated value of this project is between $1,000,000.00 and $5,000,000.00. This acquisition is 100% set-aside for small businesses. The NAICS code for this solicitation is 237110, Water and Sewer Line and Related Structures Construction. The Small Business Size Standard for this NAICS is $36.5M. The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Contracting Services Branch (CSB) Team 3 intends to issue an Invitation for Bid (IFB) for construction of an irrigation pipeline and pump system to serve the Bismarck Plant Materials Center on behalf of NRCS North Dakota. This project consists of installation of approximately 4 miles of C905 14-16" diameter PVC pipeline with associated appurtenances, design and fabrication of a custom trailer mounted floating pump with fish screen, variable frequency drive panel, remote control and communications equipment, and associated work items including supply of electrical power to the site. Work will be performed along Burleigh County road right of ways, on utility easements across private property, on U.S. Army Corps of Engineers property leased to the City of Bismarck for East Sibley Nature Park, and on the Plant Materials Center Property. In accordance with FAR 36.204, the estimated magnitude of the project is between $1,000,000 and $5,000,000. The NAICS code for this solicitation is 237110, Water and Sewer Line and Related Structures Construction. The Small Business Size Standard for this NAICS is $36.5M. The Product Service Code is Y1NE. This project is being solicited as an Invitation for Bid (IFB) using the sealed bidding procedures of FAR Part 14. The approximate start work date will be August 2017 with a required completion date of December 15, 2017. A mandatory prebid site showing will be held July 25 at 10:00 am (Date and Time subject to change), at the Bismarck Plant Materials Center located at 3308 University Drive. Bidders may access the pipeline route within the park boundary and along roadways independently prior to or after the site showing, however are not permitted on PMC or private property unescorted. The solicitation will be a Total Small Business set-aside. The full solicitation package including specifications and drawings will be available from the Federal Business Opportunities website on or around July 12, 2017.
