- The Naval Hospital Bremerton Contracting Office hereby provides notice of its intent to award a sole-source, firm fixed contract to Ethicon's Advanced Sterilization Products Division (ASP). The contract is expected to be awarded under FAR Part 13.106-1(b). A Justification and Approval for Other Than Full and Open Competition is attached. The period of performance shall be 20 JUL 2017 - 19 JUL 2018 plus one option year (thru 19 JUL 2019). The contract will provide an annual service agreement for the following: • STERRAD 100NX S/N: 1041100140 NHB ECN# 026027 • STERRAD 100NX S/N: 1041100142 NHB ECN# 026103 • STERRAD NX S/N: 10033060469 NHB ECN# 001109 NAICS code: 811219 Other Electronic and Precision Equipment Repair and Maintenance, (Size Standard $20.5M) The services required meet Naval Hospital Bremerton's legal obligation to continue the fully operational condition of the Biomedical Engineering Section. Naval Hospital Bremerton believes that awarding the proposed contract to another source would result in creating a non-functioning state of the sterilizers. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this requirement no later than July 17 2017, 1:00 PM PDT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Naval Hospital Bremerton will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with "RESPONSE TO INTENT TO SOLE SOURCE Ethicon, in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Offer Rebecca Smith by email at rebecca.m.smith78.civ@mail.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
