- The US Department of Agriculture, Agricultural Research Service WRRC in Albany CA has a requirement to add to our respirometry capability by the acquisition of a new, complete respirometer system. The addition also includes upgrading our current system in order to bring it up to present-day specifications. The system must meet the following specifications: a. Must use a Closed Loop Measurement Method + Protected by the following patents • U.S. No. 4947339 • European No. 0372429 • Japanese No. 2117492 b. Must have high sensitivity of up to 2x10·7 liter of gas per hour (0.2 μL/hour) and support the following gases: • 02 (oxygen): 0-1%, 19-21%, 0-100% + CO2 (carbon dioxide): 0-1%, 0-3%, 0-10%, 0-100% + CH4 (methane): 0-1%, 0-5%, 0-10%, 0-30%, 0-100% + CO (carbon monoxide): 0-1%, 0-10% • H2 (hydrogen): 0-2000 ppm • H2S (hydrogen sulfide): 200 ppm + NO2 (nitric oxide): 150 ppm c. Must be expandable to measure up to 80 samples and be a highly adaptable respirometer that monitors single or multiple gases contained in an enclosed head space. Must allow calculations of incremental and accumulated values for consumption and production of gases. The system must be configurable to monitor from one to 80 chambers. d. Must be suitable for meeting the Standardized Aerobic and Anaerobic Tests including: ASTM D5271, ISO 14855, EN 13432 for Plastics in Compost, ASTM D5209 for Plastics in Sewage Sludge, ASTM D5338 for Plastics in Controlled Compost, ASTM D5988 for Plastics in Soil, ISO 14852 for Plastics in Aqueous Medium, ASTM D5210 for Plastics in Sewage Sludge, ASTM D5511 for Plastics under High Solids, and ISO 15985 for Digestion e. Multiple Chamber Sensing: 1 to 80 Chambers f. Fully automated operation g. Maximum Head Space Volume: (50ml to l0L m), H2 (0-2000 and 0-10,000ppm). h. Additionally, we'd like to be able to use our current flasks and other disposables that we have for our current system. The USDA ARS intends on negotiating with the only known source on a sole source bases for a Micro-Oxymax 40 Chamber Complete System from Columbus Instruments International Corporation 950 North Hague Avenue, Columbus, OH 43204-2121. Interested firms may present capability statements. This notice of intent is not a request for competitive proposals. However, all capability statements received within FIVE days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government reference is made to.FAR PART 13. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
