- Wage Determination Solicitation Document This is a Combined Synopses / Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The solicitation number is P17PS01961 and is issued as a Request for Proposal (RFP), unless otherwise indicated herein. This requirement is for Full & Open Competition. North American Industrial Classification System (NAICS) code: 115112 Period of Performance: August, 2017 through December 30, 2019 Description: This contract is for work to be done at the Fort Larned National Historic Site located outside of Larned Kansas at 1767 KS Highway 156 Larned, Kansas 67550. Major tasks included in this contract are purchasing, importing fill, topsoil material, placing fill, topsoil material to address on-site grade and slope issues, re-contouring of disturbed areas, exotic plant management and mowing/bailing of prairie restoration area, procurement of native (non-hybridized) containerized trees, shrubs and seed mixes, native seeding with a rangeland seed drill, plant installation, photo and written documentation of all work conducted. Site Conditions: Fort Larned is located in central southern Kansas near a transition between two ecoregions as defined by the Western Ecology Division of the EPA. The two ecoregions are the Rolling Plains and Breaks and the Great Bend Sand Prairie. The rolling Plains and Breaks ecoregion was historically a mixed grass prairie. Soils are silty, well drained, deep and moderately permeable; formed in loess on uplands. The Great Bend Sand Prairie consists of an undulating rolling mantle of windblown sand, sandy outwash and dunes that support a potential natural vegetation of sand prairie bunchgrass. The dominate soil type in the area is a silt loam to the depth of 60 inches. Average precipitation is 25 to 30 inches per year. Typical prairie conditions including ticks, poison ivy, high winds, and severe weather events exist throughout the calendar year. Construction of a new parking area, entrance road, and walking bridge were completed in 2013. The construction site was left with compacted soils; remnants of old bridge approaches, steep slopes and poor site grading. Revegetation efforts in 2013 were minimal and resulted in unsatisfactory site conditions. **Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond.
