Description
Sources Sought Synopsis This is a sources sought announcement and is for information purposes only, THIS IS NOT A REQUEST FOR QUOTATIONS. Hurlburt Field is conducting research to determine the existence of potential firms interested in providing Vehicle Barrier Refurbishment Services under NAICS 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The services will consist of refurbishment of 15 RSS Wedge Vehicle Barrier at 3 locations on Hurlburt Field, Florida, 32544. A draft Performance of Work Statement (PWS) is attached. This draft serves to give interested firms a general understanding of the nature and scope of work to be performed. This draft is not a final indication of all services to be performed under this contract effort. The primary work listed in the PWS is as follows: The contractor shall remove motor, actuator, sump pumps and springs located within barrier vault. Provide and Install new electromechanical actuators and drives, new springs, new sump pumps to include air system, new grease-less bearings and re-programming and upgrades to operators' controls. Additionally, motor mounts shall to be modified to receive a new Allen Bradley servo actuator. New servo drive cables shall be installed between the AB actuator and EPU. The contractor shall remove existing springs and install all new springs and spring brackets to support retrofitted components. All barrier top plates shall be tapped and new torx screws will be replaced and new reflective safety tape added. The contractor shall provide and retrofit the existing barrier controls system to a new PLC-based barrier control system operated by an AB CompactLogix PLC with Kinetix 300 Servo Drives. The contractor shall install all an AB Panel View 6" touch screen at the guard facility to allow for system set-up, monitoring and maintenance. The contractor shall provide a block diagram of the proposed control system network identifying the location of network communications devices to integrate the servo controls at the barriers and the operator's control station with new barrier control panel. New custom built controls shall be installed in existing enclosure for the upgraded system to meet Hurlburt Field AFB requirements as stated in the PWS. The contractor shall conduct a performance verification test and provide on-site training on the refurbished system The contractor shall warranty all materials covering a one year minimum guarantee free of any defects in workmanship. Replace any defective actuators, springs, bearings and/or any other materials used during the period of performance to complete the requirement for the warranted period of one years from the date of completion. The replacement of parts under warranty does not extend the warranty period beyond the original one year period. In addition, the contractor shall perform the required labor to repair or install the component(s) for the period of one year from the original installation date. All costs for removal and reinstallation of the component(s) on the work site, shipment to the factory and shipment back to the work site will be the responsibility of the contractor. The contractor shall identify all items being installed that are covered by a manufacturer's guarantee or contractor warranty Instructions to Offerors: To indicate positive interest in this requirement, please submit the following to the 1st Special Operations Contracting Squadron: 1. Contract numbers and amounts on recent and relevant past performance on similar work. Similar work may be considered work (Manufacturing, Installation, Maintenance) on Vehicle Barrier Systems of the brand indicated above, or work on Vehicle Barrier Systems of any other type. If no specific past performance such as indicated above exists, indicate this and provide any similar past performance you can provide. Lack of past performance does not preclude contractors from indicating positive interest. 2. Verification of Small/Large Business Status under NAICS 811310 This request may not directly lead to a Request for Quote. Deadline for submission is 24 July 2017 @0800 CST.
