Description
EDI PROGRAM DRAFT PERFORMANCE WORK STATEMENT JOLTS PROGRAM DRAFT PERFORMANCE WORK STATEMENT CES PROGRAM DRAFT PERFORMANCE WORK STATEMENT This is a presolcitation notice in accordance with FAR 5.204. The Bureau of Labor Statistics intends to issue a firm-fixed-price (FFP)/labor hour hybrid contract(s) for professional data collection services for the Bureau of Labor Statistics Current Employment Statistics (CES) program, Electronic Data Interchange (EDI) program, and the Job Openings and Labor Turnover Survey (JOLTS) program. Each program operates out of Data Collection Center sites located in Washington, D.C. (BLS Headquarters), Atlanta, GA, Chicago, IL, Dallas, Kansas City, MO, or Fort Walton Beach, FL. The Government will solicit offers from firms looking to perform one, two, or all three programs. Depending on the source selection results, one, two, or three contracts will be awarded. The anticipated requirement will include providing professional data collection services that assist in the collection of quality data each month on a scheduled time frame in order to support the mission of the bureau's data collection centers in accordance to the attached draft Performance Work Statements. The Government expects to release the Request for Proposal (RFP) as a competitive small business set-aside in accordance with Federal Acquisition Regulation (FAR), Part 15 and Part 12. The final versions of the Performance Work Statements will be released with the RFP. The anticipated awards will be a firm-fixed-price/ labor hour contract(s) with a base period and four (4) option periods. The applicable NAICS code will be 541910, Marketing Research and Public Opinion Polling, and the Size Standard $15 million. Offerors will be evaluated on Technical Approach, Past Performance, and Price. This RFP does not commit the Government to pay any costs incurred in the submission of a proposal or to award a contract for these services. The Contracting Officer is the only individual who may legally commit the Government to the expenditure of public funds in connection with this procurement. The anticipated RFP release timeframe is end of summer/early fall 2017. All questions regarding this notice should be directed to DCCRFP@bls.gov.
