- This synopsis is notification that the Regional Contracting Office - Wiesbaden (RCO-W), on behalf of the US Army Europe Army Flight Operations Division (AFOD) intends to solicit from and award a Firm Fixed Price (FFP) contract, on a Sole Source basis under the authority of FAR Authority 13.106(b)(1), only one responsible source, to: DFS Deutsche Flugsicherung GmbH Am DFS - Campus 10 Langen, (Hessen), 63225 Germany DFS will provide an Air Traffic Control (ATC) radar display and data feed and telephone hotline connectivity service, including a data subscription service for the data delivered by DFS. The place of performance is: US Army Europe G1 Bldg 1543, Flugplatz Erbenheim 65205, Wiesbaden This action will result in a Firm-Fixed Price contract. The North American Industry Classification System (NAICS) code for this acquisition is 48111 "Air Traffic Control" with a small business size standard of 1,500 employees. A ny questions must be made in writing and directed to Joann Theodore, joann.theodore.civ@mail.mil. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. All responsible sources may submit a capability statement or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 10:00 am Central European Time (CET) on Wednesday, July 26, 2017, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
