- Statement of Work This acquisition is proceeding as Small Business Set Aside Request for Proposal (RFP). In accordance with FAR 36.204(g), Disclosure of the Magnitude of Construction Projects, the estimated cost range is between $5,000,000 and $10,000,000. Period of Performance: 540 calendar days after Notice to Proceed This Procurement will be conducted under FSC CODE: Y1LB, SIC CODE: 1611, NAICS Code: 237310. The size standard for this code is $36,500,000. All questions should be directed to the Contract Specialist, Mr. La Vaughn T. Williams, at (916) 557-6609, e-mail LaVaughn.T.Williams@usace.army.mil. JOB DESCRIPTION: Contractor shall provide all labor, materials, tools and equipment necessary for construction of this project titled T-2 Bridge Repairs, Military Ocean Terminal, Concord, CA. Work includes concrete repair of the bridge, removal of coatings containing hazardous materials, coordination with railroads and work from an elevated platform. Project specifications and drawings will be posted with the Solicitation. SITE VISIT: A site visit/pre-proposal conference is scheduled for August 4, 2017 at 0900 PST. Bidders will meet at MOTCO Pass & ID at 0900. Bidders will need to show up at MOTCO Pass & ID early in order to get installation access. Each bidder will need make an application for a "Nonintrusive Civil Engineering Survey Permit", at https://www.up.com/real_estate/index.htm. Each contractor needs to complete the one page form and e-mail it to 1LT Shane Greaves and Mr. La Vaughn T. Williams ( lavaughn.t.williams@usace.army.mil ), 3 days prior to the site walk. 1LT Greaves will compile the applications and send them to UPRR for approval. MOTCO is located at: 410 Norman Ave. Concord, CA 94520. The POC for this site walk is LT Shane Greaves (415) 855-5111 Shane.m.greaves@usace.army.mil It is anticipated that the Request for Proposals (RFP) will be issued on or about July 31, 2017, for downloading at the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. The specific date and time will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the RFP documents. To register, click on the Register Now button in the Vendors Block and follow the instructions.
