- Request for Quote: A17139 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) No, A17139. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-95, effective 19 Jan 2017. This is a 100% Small Business Set-Aside. Delivery is 120 days after award. The North American Industry Classification System code is 337110 and small business standard is 750. Product Service Code is 7195: Miscellaneous Furniture and Fixtures. CONTRACT LINE ITEMS: Furnish and deliver new cabinets and countertops for the Main Treasury Vault Deli Coffee Bar due to the delamination of the existing countertops and cabinets. Countertop shall be the following: (or equal) 1. Material: SILESTONE QUARTZ, 2. Color: Tebas Black 3. 65(SF) countertop with eased edges with cutouts for a Glacier Bay Double Bowl sink furnished and installed less plumbing. 4. 6(SF) of backsplash at 4(in) height on wall 5. 45(LF) of finished edge Cabinets shall be the following: (or equal) 1. American Standard Cabinets, (all plywood) in the "READING" style in stone color a. SB36 BUTT Qty. - 1 b. DB24 4 DWR Qty. - 4 c. BEL36L Qty. - 1 d. B361 Qty. - 1 e. B30 BUTT Qty. - 3 f. FP9634 Qty. - 2 g. UF692 Qty. - 2 h. BTK8 Toe kick Qty. - 4 See attached drawing for illustration of cabinet layout. Provide submittal drawings for approval. All deliveries must first go to a remote scanning site before they come to Main Treasury Complex. The route site is as follows: Ship To: RDS JBAB Bldg. 410/Door 123 250 Murray Lane Southwest Washington, DC 20222 FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors - Commercial Items (Addendum to FAR Clause 52.212-1 does not apply to this acquisition). FAR 52.212-2, Evaluation - Commercial Items applies to this acquisition. EVALUATION PROCEDURES: The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and price is determined most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliance with the technical requirements stated in this solicitation will be considered for award, lowest price technically acceptable. If additional information is required to support price reasonableness, each offeror may be required to provide a hard copy of their price break-down. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition and offeror(s) must include, a completed copy with its offer. FAR 52.212-3 can be obtained from http://farsite.hill.af.mil/vffara.htm or from www.sam.gov if registered in SAM (System for Award Management). An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at SAM. If an offeror has not completed the annual representations and certifications at the SAM website, the offeror shall complete only paragraphs (b) through (i) of this provision. DTAR PROVISIONS: See attachment titled "Agency Provisions," for review and filling out. This MUST be returned with the offeror's quote. FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated (Addendum to FAR Clause 52.212-4 does not apply to this acquisition). The following FAR Clauses also apply: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jan 2017), including the following sub-clauses: (b14) (b26) (b27) (b28) (b33) (b44) (b47) (b50) (b56). DTAR CLAUSES: The following DTAR (Agency Supplemental) clauses are hereby incorporated: 1052.201-70 Contracting Officer's Representative (COR) Appointment and Authority (APR 2015); 1052.210-70 Contractor Publicity (APR 2015); 1052.232-7003 Electronic Submission of Payment Requests (APR 2015). To be eligible for an award, all offerors must be registered in SAM database. An offeror can contact the SAM by calling 1-888-227-2423 or e-mail at http://www.ccr.gov, NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted to the Invoice Processing Platform. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site. The offeror shall submit one (1) electronic copy of their quote to Christian.a.Fowler@irs.gov. The vendor's response can be within 10 to 15 additional pages of the total page count of the solicited document or less in regards to total page count. All quotes, and drawings, must be received by 20 July 2017, 12:00 P.M. (Noon) Eastern Standard Time (EST). Quotes can be emailed to christian.a.fowler@irs.gov. An official authorized to bind your company shall sign and date the quote.
