Description
Corrected PPQ. Already posted on 27-June. This is to incorporate with the RFP document Attachment 2, SRD RFP Amendment 02 SF30 RFP Amendment 02 Conform Copy RFP AMENDMENT 02 (14-JUN-2017): Amendment 02 is issued to extend the solicitation closing date to 24-Jul-2017 at 4:00 PM Eastern Time. Amendment 02 also incorporates the updated SRD (Attachment 2) and the corrected PPQ (Attachment 7), and revises Section L-4, Table 1, to increase the page limit under Volume I (Technical) from 30 to 35. ***Initial Synopsys*** Program Manager Training Devices (PM TRADE), Product Manager for Ground Combat Tactical Trainers (PM GCTT) is contemplating a new full and open acquisition for an upgrade of the existing Abrams M1A1 ED/TTs at Ft. Benning, GA., Ft. Lee, VA., and Gowen Field, ID., to the M1A2 SEPv2 configuration over a three year period. This trainer will provide training in diagnostic and troubleshooting tasks of the Abrams M1A2 System Enhancement Package version 2 (SEPv2) Tank Engine and associated electronics, cables, and Line Replaceable Units (LRUs). This development is expected to improve the existing trainer's design in the areas of monitoring of student actions and progress, automation of trainer initiation and fault insertion, lesson execution and student scoring. This trainer is expected to utilize a fully operational tactical tank Tiger engine. Development of the ED/TT will require a contractor with expertise in hardware design, hardware fabrication, courseware design, software design, and hardware/software integration. The Government will provide one (1) existing Engine Trainer for development purposes of the first article trainer. Other than the one (1) Engine, a minimal amount of GFE will be provided for this effort. For GFI, see the SOW. The proposed procurement is for eleven (11) M1A2 SEPv2 ED/TTs. The expected contract will modify nine (9) existing and fabricate two (2) new Driver Station Stands and Engine Stands. At contract award (2) ED/TT (1 First Article ED/TT and 1 Inital Production ED/TT) will be procured for delivery to Ft Benning within (18) months after contract award. This will include a Contract Line Item (CLIN) for Spares. The remaining (9) ED/TT's will be priced Option Line Items. The ED/TT will be fielded at the following locations: a. Quantity: 7. Abrams Training Division, Building 5215, 69th Armored Regiment Road, Fort Benning, GA 31905. b. Quantity: 3. USAOC&S, Porter Hall, Building 18034, Fort Lee, VA 23831. c. Quantity: 1. USARNG Regional Training Site, 4463 W Harvard Street, Building 813 Boise, ID (Gowen Field). All items are anticipated to be delivered within 60 months after contract award on a Firm Fixed Price basis. The Government is not considering any Public Private Partnership for this procurement. The solicitation is anticipated to be released in March 2017 but the Government reserves the right to delay or cancel the solicitation at any time prior to award. UPDATE (14-Jul-2017): **Solicitation Closing Date is extended from 21-Jul-2017 to 24-Jul-2017 at 4:00 PM Eastern Time. An amendment to the solicitation is forthcoming to reflect this change. RFP Q&A (14-Jul-2017): See attached for updated Question and Answers (Q&A) that adds Q&A #41 to #44 and make revision to previous answer under Question #6. UPDATE (13-Jul-2017): The Government will amend the RFP to increase the page limit under Volume I (Technical) from 30 to 35. RFP Q&A 12-JUL-2017: See attached for up to date Questions and Answers (Q&A). An amendment to the RFP is forthcoming with updates to the SRD that reconsile with the provided answers. Note that the layout for the facilities at Ft Lee and Ft Benning have been added to this posting. RFP Q&A 6-JUL-2017: See attached for Questions and Answers (Q&A) in regards to the RFP. RFP AMENDMENT 01 (29-jUN-2017): Amendment 01 has been issued to revise the dates provided in Section F-3, ESTIMATED PERIOD TO EXERCISE THE OPTIONS UPDATE 27-Jun-2017: Attachment 7, Past Performance Evaluation Questionnaire (PPQ) is corrected to indicate past five(5) instead three(3) years of past performance. 21-Jun-2017: RFP: See attached for final solicitation documents.
