Description
Solicitation The Government has a requirement to purchase one to twenty twin engine turbine powered fixed wing aircraft in support of US Forest Service missions as described in the solicitation. The Aircraft shall be a new manufacture (less than 25 hrs), turbine twin-engine powered, 14 CFR Part 23 airplane certified in Normal Category. The Multi-Mission Aircraft shall: • Be an FAA Type Certificated 14 CFR Part 23 airplane in accordance with Part 21. • Hold a FAA Airworthiness Certificate issued under 14 CFR Part 21.183. • Be Certified for Visual Flight Rules (VFR), Instrument Flight Rules (IFR), and for flight into known icing conditions in accordance with 14 CFR for all weather operations, including day and night operations, and icing conditions IAW 14 CFR Part 23.1419. • Have a maximum Gross Take-Off Weight (GTOW) not to exceed 12,500 lbs. • The Multi-Mission Aircraft must have an OEM inspection program that ensures continued airworthiness while performing the missions defined in the solicitation. The Aircraft shall meet the following requirements (Performance Requirements shall be calculated using a 200 pound pilot): • Capable of operating from 5,000 foot unimproved landing strips. • ASM / Leadplane Mission: Usable load of at least 1,000 pounds plus 4 hours and 30 minutes (4.5 hours) of useable fuel, including reserves, per manufacturer's direction while considering fuel management at 14,000 feet MSL and ISA + 20 degrees C. • Multi-Mission Usable load of at least 2,000lbs, with a non-stop range of 600 nm at 14,000 feet and ISA + 20 degrees C. • Minimum Cruise airspeed of 230 knots true airspeed at 14,000 MSL and ISA+ 20 degrees C. • Have a minimum capacity of 6 passenger seats excluding the pilot and co-pilot seats. • Have a minimum cabin cargo volume capacity to fit a minimum of 240 cubic feet. • The airplane shall have a minimum maneuvering speed (Va) of 150 Knots Indicated Airspeed (KIAS) or greater. The aircraft must have a minimum controllable airspeed (Vmca) of 100 KIAS or lower, a single engine service ceiling of 12,500 feet or higher (pressure altitude and standard temperature) and the ability to maintain a single engine rate of climb at 120 KIAS or slower. The resulting contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a five year period with pricing for aircraft based on ordering periods identified in the solicitation. This requirement is not set aside for small business. The solicitation will be a Request for Proposals (RFP) issued in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. Solicitation will be awarded using tradeoffs between the price and non-price factors identified in the solicitation. Estimated award date is October 30, 2017.
