Description
The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) is seeking information from interested parties about potential sources for Development of a Lander Propulsion System. NASA MSFC is looking for interested parties with the capabilities to provide MON25 and MMH propulsion tanks with the design parameters described below. This Request for Information (RFI) is for planning purposes only to allow the interested parties the opportunity to submit responses describing their relevant capabilities and to provide feedback. Preliminary analysis has shown the following mission design parameters: 1. Tank configuration: metal diaphragm 2. Size: 75380 cm3 (4600 in3) 3. Propellant operating temperature: -30oC to 50oC (-22oF to 122oF) 4. Maximum design pressure (MDP): 3.1 MPa (450 psia) 5. Proof pressure: 1.25 x MDP 6. Burst pressure: 1.5 x MDP 7. Dynamic load: 30 g NASA/MSFC is seeking capability statement from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Black Colleges and Universities (HBCU), Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/ or small business subcontracting goals for the MON25 and MMH propulsion tanks. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB) Service Disabled Veteran (SD-VOSB, or HUBZone business set-aside based on responses hereto. Your responses must include the following: name, address of firm, email address, size of business, whether the business are Large, Small, SDB, 8(a), WOSB, VOSB, SD-VOSB, HUBZone, HBCU/MI and affiliate information: parent company, joint venture partners, and potential teaming partners. Additionally, the responses must include the number of years in business, list of customers for the past five (5) years, statement of capabilities, qualification that address the respondent's ability to provide support and relevant experience to the above mentioned requirements. Responders are further requested to provide the following additional information: • The anticipated cost and schedule for the tanks, including any qualification and/or acceptance testing. • The company design/production capability and flight heritage of the proposed tank configuration. • Whether the company has utilized IRAD funds to develop such capability and their development plan, including schedule. Responders are reminded that the business must be registered in the System for Award Management (SAM) www.sam.gov to be considered as potential source. All responses shall be unclassified. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Your responses will not be returned nor will respondents be notified of the result of the evaluation. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future RFP and for budgeting purposed. Responding to this RFI does not obligate or limit the Government in any way. The anticipated North American Industry Classification System (NAICS) code for this procurement is 336415 with a small business size standard of 1250 employees. Questions regarding this RFI must be submitted in writing to Marlyce.R.Alexander@nasa.gov no later than 1:00pm (CST) on July 19, 2017. Oral communication are not acceptable for this action. No solicitation currently exists; therefore, do no request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis
