- THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. No solicitation will be issued. Potential sources who believe they can provide the services listed are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted. The United States Department Agriculture (USDA), Office of the Under Secretary for Research Education and Economics (OSEC REE), intends to negotiate and award on a Justification for Other than Full and Open Competition (JOFOC) basis. Purchase Order type will be a base year and three (3) one year Firm Fixed Price awarded to Environment & Energy Publishing, LLC. This is for annual subscription access to Energywire, Climatewire, E&E Daily, Greenwire and E&E News PM. NAICS Code is 519130. Annual period of performance is estimated to be August 1 - July 31. Award is In accordance with both 41 U.S.C 3304(a)(1), and FAR 13.106-1(b)(1)(i) USDA OSEC REE requires the most up-to-the-minute, mission-critical information on issues and developments across a combination of issues such as U.S. federal, state, and local agencies, Congress, national and international climate policy issues, global energy resources and markets, unconventional energy and hydraulic fracturing, alternative/renewable energy, electric utilities, air and water issues, oceans and weather, hazardous and toxic substances, public lands, endangered species, mining, agriculture, technology, and more. They require up-to-the-minute, mission-critical information on developments across a combination of issues not found with any other set of publications. E & E has demonstrated to be the authority on the business and politics of climate change, energy, and environmental issues and USDA requires the best of the best in these types of publications. USDA OSEC REE requires original, insightful, balanced stories every day, supplemented with key documents and reports.
