- The Transportation Security Administration (TSA) intends to award a contract on the basis of other than full and open competition in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, with Smiths Detection "Smiths" to purchase Smiths IONSCAN 600 Explosive Trace Detection (ETD) Units once approved under the Air Cargo Screening Technology List (ACSTL) to meet TSA's newest detection standard and Air Cargo requirements. Accordingly, TSA intends to award a contract to the following original equipment manufacturer (OEM): Smiths Detection, Inc., 2202 Lakeside Blvd., Edgewood, MD 21040-1102 This contract will address the requirements of TSA's Office of Requirements and Capabilities Analysis (ORCA), Capabilities Assessment and Qualification Branch (CAQB), Intermodal Division, Air Cargo ETD Test Bed Program. The proposed contract action is for units and warranty for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interest and capability to respond to the requirement from interested parties will be considered by the Government until 9:00am Eastern Time on July 31, 2017. Information received will be considered solely for the purpose of determining whether it is in the Government's best interest to procure using other than full and open competition. All final determinations to award a contract to the above vendor using other than full and open competition is solely within the discretion of the Government. Such determinations will be publicized in accordance with FAR requirements. Interested vendors who wish to seek subcontracting opportunities should contact the above named company directly.
