Description
USTRANSCOM / Directorate of Acquisition, Charter Airlift Branch, anticipates issuing a Request for Proposal (RFP) on or about 1 Sep 2017 for Combi Charter Airlift Services. This requirement is for international air charter transportation services utilizing part 121 aircraft configured to simultaneously transport both passengers and cargo. Combi aircraft shall be Department of Defense (DoD) Commercial Airlift Review Board (CARB) approved and shall consist of (1) passenger seating equivalent to commercial standard economy configuration, and (2) the capability to accommodate 108" x 88" (standard military) 463L compatible pallets. Contractor responsibilities include, but are not limited to, full planeload port to port airlift transportation services, commercial equivalent economy passenger services, 463L pallet cargo services, and mission coordination. The contractor shall (1) own or otherwise control U.S. registered aircraft of the type required to perform Combi airlift services, (2) be a current Civil Reserve Air Fleet (CRAF) participant, and (3) offer for allocation their Combi aircraft used in performance of this contract to the CRAF program throughout the duration of this contract. The Period of Performance will consist of one four-year base period from 1 Jan 2018 through 31 Dec 2021, one four-year option period from 1 January 2022 through 31 Dec 2025, and one optional six month extension from 1 Jan 2026 through 30 Jun 2026. The applicable North American Industrial Classification System (NAICS) Code is 481211- Nonscheduled Chartered Passenger Air Transportation. The solicitation will only be available at the following website: http://www.fbo.gov. No hard copies of the solicitation will be issued.
