Description
SOURCES SOUGHT SYNOPSIS THIS IS A SOURCES SOUGHT NOTICE ONLY. The U.S. Government desires to procure 90 mid-size or larger four door sedans, 10 mid-size or larger two door sedans, 10 buses, two Semi Trucks, one Standard Box Trailer and one Tanker Trailer on a small business set-aside basis, provided two or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is 336111, Automobile Manufacturing, which has a Small Business Size Standard of 1,500 employees. A continuing need is anticipated for 90 mid-size or larger four door sedans, 10 mid-size or larger two door sedans, 10 buses, two Semi Trucks, one Standard Box Trailer and one Tanker Trailer. See the specifications below: 90 four door vehicles 10 two door vehicles • Air bag system disabled. • All motors and transmissions must be properly mounted and fluids evaded. • All fuel lines must be removed and fuel tanks completely purged, rinsed out at least three times with water. • All suspension components such as sway bars, stabilizer bars, steering linkage, leaf and coil springs shall reasonably function. • All exterior body panels shall be present and attached. • Bumpers shall be present and attached. • At a minimum 2 doors' windows and windshields must be intact. • Vehicle shall have four tires with rims, preferably holds air. • Front and rear seats need to be present. • Seat belts are present. • All doors shall be in place, and must have a roof with all support posts in place. • Hood and trunk lids shall function properly. • The interior portion of the vehicle (passenger compartment) shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations. • The exterior portion of the vehicle shall be clear of any loose items, graffiti and/or inappropriate markings. • The trunk portion shall be clear of any loose items with the exception of the inflated spare tire. (No jacks are required) • Must have a legal and transferrable title at the time of acceptance. • Vehicles must be a minimum class type of mid‐size. • Vendor provided vehicles shall remain with the Government. 10 Buses • Bus shall seat 44 or more passengers. • All tires must be present. • All fluids must be evaded. • All fuel lines must be removed and fuel tanks completely purged at least three times with water. • Motor and transmission not required. • Back door must be present. • All exterior body panels shall be present and attached. • The interior portion of the buses (passenger compartment) shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations. • The exterior portion of the buses shall be clear of any loose items, graffiti and/or inappropriate markings. • Must have a legal and transferrable title at the time of acceptance. • Vendor provided buses shall remain with the Government. 2 Semi Trucks • Class 8 truck tractor. • All tires must be present. • All fluids must be evaded. • All fuel lines must be removed and fuel tanks completely purged at least three times with water. • All doors must be present, can be wrecked. • Must have a legal and transferrable title at the time of acceptance. • All exterior body panels shall be present and attached, can be wrecked. • The interior portion of the trucks (passenger compartment) shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations. • The exterior portion of the trucks shall be clear of any loose items, graffiti and/or inappropriate markings. • Trucks are not required to run. • Trucks must have a 5th wheel, air and electrical connections present. • Vendor provided trucks shall remain with the Government. 1 Standard Box Trailer • Double axel. • 8 tires must be present, but can be flat. • Minimum of 45' but no greater than 53' length, overall width 96", overall height 136" • All doors must be present. • Must have a legal and transferrable title at the time of acceptance. • All exterior body panels shall be present. • The interior portion of the trailer shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations. • The exterior portion of the trailer shall be clear of any loose items, graffiti and/or inappropriate markings. • Must have air hose connections and electrical connections present. • Must have a king pen. • Wood flooring • Double door opening 87" • Vendor provided trailer shall remain with the Government. 1 One Tanker Trailer • Double axel. • 24.5 tires, 8 tires must be present, can be flat. • Trailer mounted, minimum 7,500 gallon capacity tank and capable of being sealed. • Must have a legal and transferrable title at the time of acceptance. • The interior portion of the trailer shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations. • The exterior portion of the trailer shall be clear of any loose items, graffiti and/or inappropriate markings. • Trailer shall be generally clean and free of any excessive debris. • Must have air hose connections and electrical connections present. • Must have a king pen. • Vendor provided trailer shall remain with the Government. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Recommendations to improve the specifications to acquire the identified items.
