Description
The William Jennings Bryan Dorn (WJBD) VA Medical Center, Columbia, SC has a requirement and anticipates issuing a firm fixed price contract to upgrade the fire alarm systems in Buildings 100, 103, 103A and 106 to correct deficiencies as identified in the specifications and drawings. This project shall include any work required to separate buildings leased to the USC School of Medicine from the WJBD VA Medical Center fire alarm system. Contractor shall provide all labor, materials, equipment, permits, licenses and supervision necessary to make the necessary additions, alterations, replacements and connections to the fire system and for any additional items required to complete the wok in accordance with all applicable VA, NFPA and NEC requirements. Work shall include the installation of approximately 360 speaker/strobe devices, 60 strobes, 50 smoke or duct detectors and addition/replacement of control panels, graphic annunciator panels, remote power supply panels or digital voice command panels. Contractor shall be required to procure and install devices only allowable per the requirements of the manufacturer of the existing systems manufacturer. The existing fire alarm system was manufactured by Notifier; existing head-end unit is the ONYXWorks workstation and all existing control panels are NFS-series panels. The contractor shall be required to procure and install all additional conduit, conductors and other ancillary items required for connecting and the integration of the new devices into the existing fire alarm system. Contractor shall be responsible for patching any finishes that were disturbed as a part of their installations to match the existing in that area. Contractor shall ensure that any new or modified components of the respective buildings fire alarm systems are properly tied in to the facility existing head-end system at the completion of the work. Contractor shall be responsible for furnishing all test equipment and testing the system. The contractor shall be responsible for providing a complete and usable fire alarm system at the end of the project. Contractor shall provide all required documents for the fire alarm fiber loop separation from the building leased to the University of South Carolina School of Medicine. The contractor shall ensure that both the VA and School of Medicine fire alarm systems perform as separate individual class A networks. Contractor shall furnish and install an ONYX workstation for the control of the School of Medicine network at the location directed by the COR, as well as reprogramming of either the NFS-3030 or NCA to act as the HUB panel. A separate digital dialer for the USC system with remote annunciation to the VA Facility Engineering Control Center & police dispatch shall be required. USC system shall also be set up with a separate fire alarm monitoring account. Contractor shall ensure the design, system layout, document submittal preparation and supervision of installation and testing shall be provided by a technician that is certified in NICET level III or a registered fire protection engineer. Contractor shall provide a Fire Alarm System Record of Completion for all buildings, as well as the School of Medicine network, as required by NFPA 72. All documents submitted shall be searchable (non0scanned) PDF s unless otherwise noted. The primary North American Industry Classification System (NAICS) code is 238220 and the small business size standard is $15 million. Contract will be awarded to the responsive, responsible bidder offering the lowest price.
