- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation (FAR) Part 19.8 as supplemented with additional information included in this notice. Proposals are being requested as this announcement constitutes the only solicitation that will be issued. This solicitation issued is being issued as a Request for Proposal (RFP). The General Services Administration Information Technology (GSA IT), Office of Public Buildings Information Technology Services (PB-ITS), Application Operations and Maintenance Branch (IPOM), Enterprise Quality Program (EQP), 1800 F Street, NW, Washington, DC 20405 is pursuing Independent Verification and Validation (IV&V) services, to include quality assurance of software testing and continuous improvement of team processes. The Contractor shall provide all labor, administration and management necessary to provide IV&V evaluation and testing support services relative to PB-ITS application needs. This statement of work (SOW) establishes the requirements for services to provide project management, technical services, Concept of Operations and personnel requirements for the system/application evaluation and testing support services specific to the IV&V project area of PB-ITS. Details of the support requirements associated with this task order are in the Task Description and Requirements section (3) of the SOW. The estimated value is $4,500,000.00 this includes a base year and four subsequent renewable option years. All potential offerors must be registered in the System for Award Management prior to award (www.sam.gov). This contract is an 8(a) set-aside under NAICS Code 541519 with a small business size standard of $27,500,000 annual gross receipts for a period of three years. Statement of Work: Attached is the Statement of Work (SOW) for the Request for Proposal and Proposal Instructions providing guidance and information for this requirement. The period of performance is a base year and four option years. The Government intends to solicit and award one firm fixed price Contract. All potential contractors must have office located within a twenty-five-mile radius of GSA Central Office in Washington, DC. Submission of Proposals: The contractor shall submit their proposal on or before 10:00AM ET, Monday, August 14, 2017. Proposals must be submitted by email to Sharmel Lane (sharmel.lane@gsa.gov) and Laurie Schimmel (laurie.schimmel@gsa.gov). All questions are due on or before 12:00PM ET, Friday, July 28, 2017 All questions must be submitted by email ONLY to Sharmel Lane (sharmel.lane@gsa.gov) and Laurie Schimmel (laurie.schimmel@gsa.gov). Evaluation Criteria: Evaluation Factors for Award are in the SOW. Proposals will be evaluated based on best value to the government. When combined, technical is more important than price. Offerors must submit their final proposals for evaluation.
