- This is a pre-solicitation notice. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue an Unrestricted/Full-and-Open solicitation for a re-compete of the hazardous waste removal and disposal services contract at Aberdeen Proving Ground, Maryland. The Government intends to award a single Indefinite Delivery requirements-type contract with task orders issued on a Firm Fixed-Price (FFP) basis. The solicitation will include a base year ordering period, plus four (4) one-year options. The solicitation will be issued on or about 12 September 2017 via the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The solicitation number is W56ZTN-17-R-0004; hard copies of the solicitation will not be issued. It is incumbent upon contractors to monitor the Government-wide Point of Entry (GPE) for the solicitation release and all subsequent amendments. After the issuance of the solicitation, the Government intends to hold a site visit at the hazardous waste storage facility on the Edgewood Area of APG. The site visit and instructions for attendance will be announced by the issuance of an Amendment to the solicitation. The North American Industrial Classification Code (NAICS) is 562211 - Hazardous Waste Treatment and Disposal; and the size standard is $38.5 million. The performance work statement (PWS) will be included in the solicitation W56ZTN-17-R-0004. All certified companies are invited to submit proposals which will be considered by ACC- APG. All technical data required to respond to the solicitation will be furnished as part of the solicitation. Award will be based on an evaluation of best value achieved through a tradeoff source selection process. Important Notice: Offerors are required to register in the System for Award Management (SAM) database prior to award of a contract. Offerors must be registered under the NAICS code 562211. Registration in the SAM database can be accomplished at the website http:// https://www.sam.gov. This is NOT the actual solicitation.
