- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to Wyatt Technology Corporation, 6300 Hollister Avenue, Santa Barbara, CA 93117 for one (1) dynamic light scattering Dynapro 96-well plate reader II. The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 90 days. The purpose of this procurement is to purchase one (1) dynamic light scattering Dynapro 96-well plate reader II from Wyatt Technology Corporation. The system will be used for analysis of cardiovascular disease biomarkers (CVD) as part of CDC's Lipid Standardization Program (LSP) at the Division of Laboratory Sciences (DLS) at CDC/NCEH. The system includes instrument and control software. The Dynapro Plate reader is the only automated dynamic light scattering instrument with the following capabilities: 1. Measures the sample from directly below the plate without any liquid handling while using industry standard 96, 384 AND 1536 standard clear bottom well plates. 2. Does not require samples to be transferred from the well to a measurement cell thus, preventing the chance of sample carry-over and contamination. 3. Requires as few as 5 seconds to measure one sample per well. 4. Backscattering optics are applied for the greatest sensitivity. 5. Measures size without sacrificing the sample, which is a significant advantage when working with precious and small amounts of sample Other dynamic light scattering instruments that can accommodate 96-well plate format requires the transfer of each sample into a cuvette where the actual measurement is performed. After each measurement, the cuvette has to be washed which leads to substantial loss of throughput, loss of sample, and it is prone to cross contamination between samples. Wyatt Technology Corporation is the only vendor who can provide this product to the quality and specificity of our requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will only issue a solicitation to Wyatt Technology Corporation. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, no later than 2:00pm eastern standard time on August 1, 2017. Reference solicitation number RFP #2017-Q-67204 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
