Pre-Solicitation Notice VA69D-17-B-1407 Project: Upgrade Fire Alarm Systems Buildings 5 and 43 Project Number: 695-17-107 Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI **Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of bids. No other sources will be considered. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award.** Furnish all labor, materials, equipment, and supervision in accordance with construction documents, drawings and specifications to complete Project 695-17-107, Upgrade Fire Alarm Systems Buildings 5 and 43, at the Clement J. Zablocki VA Medical Center, Milwaukee WI. Work included, but not limited to: Upgrade the existing fire alarm systems at Building 5 and Building 43. For both Buildings 5 and 43, replace each existing fire alarm system with a Pyrotechnics fire alarm system, and provide programming, connections and interface for interoperability with existing systems, and complete all work, terminations, and connections for complete, useable fire alarm systems. Provide demolition and proper disposal of the fire alarm system including existing equipment, panels, devices, smoke detectors with sounder bases in former patient rooms, and excess smoke detectors and devices not required by the most recent edition of NFPA 72. Provide hazardous waste disposal for all devices that contain hazardous waste. All work must be performed and completed in accordance with the most recent editions of all of the following: NFPA 70, NFPA 72, and NFPA 101l, all local VAMC requirements and standards, Codes, The Joint Commission, solicitation specifications, drawings, and documents, manufacturer s published data and instructions, and all state, local, and federal laws, regulations, and statutes. All new equipment, panels, modules, and devices must be fully compatible with existing VAMC fire alarm systems, and all connected systems. Refer to the drawings and specifications in the solicitation for additional details regarding project requirements. The project magnitude price range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238210 (Electrical Contractors and Other Wiring Installation Contractors), Size Standard: $15 million The project is scheduled to have a period of performance of 365 calendar days after the Notice to Proceed is issued by the Contracting Officer. The solicitation will include a phasing plan. The solicitation (including any/all specifications and drawings) is scheduled to be posted to FedBizOpps (https://www.fbo.gov/) on or about August 1, 2017, with the bid opening on or about August 31, 2017. Bidders are responsible for monitoring and downloading any amendments from FedBizOpps which may be issued to this solicitation. A pre-bid conference/site walk-through will be conducted for this project. The date and time of this conference/walk-through will be included in the solicitation. All prospective bidders are strongly encouraged to attend.
