- RFQ The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA) National Marine Fisheries Service intends to procure a software product/executable files that will be used for underwater video enhancement and extend the range of two off-the-shelf cameras (Arecont AV2105DN camera, Blackfly /Sony Pregius IMX249). This project will expand upon the work performed by the US Naval Surface Warfare Center in Panama City, FL for image enhancement and object detection. The objective of this research is to aid in underwater video surveys in the littoral zone to make more video data available for analysis and aide in visual object detection at turbid locations. The contractor will follow protocols outlined in Suiter and Wolf 2009 and extend the range of the camera system through the use of sophisticated processing techniques including: contrast histogram stretching, reducing focal plane non-uniformity artifacts, noise reduction, and reducing lens vignetting. The product will retain the original field of view and perspective of the images. These protocols will be adapted to maximize imagery potential for detection and identification of fish and habitat using a packaged general-purpose IP core with standard camera hardware language (VHSIC Hardware Description Language). NOAA will provide the camera systems to the contractor for use during the project. The period of performance will be 6 months after award. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM).
