- W56KGY-17-R-0020 Solicitation. All applicable Attachments/Exhibits stated in Section J of this solicitation are included within this PDF file. Please check the paper clip tab on the left hand side of the PDF for these documents. The United States Army Contracting Command (ACC) - Aberdeen Proving Ground (APG), on behalf of Product Director (PD) Aerostats, is soliciting a competitive, small business set-aside definitive contract. The objective of the SETA requirement is to assist PD Aerostats in providing expertise in program of record requirements; engineering requirements development and implementation management; logistics coordination, supply chain management, and technical documentation; operational reporting, issue resolution and site survey; contract preparation and execution management; and budgetary planning, and execution. The anticipated effort is intended to be a one (1) year cost-plus-fixed-fee (CPFF) and cost-no fee contract with four (4) 12 month options. The Government will only consider proposals offered from responsible small businesses applicable to North American Industry Classification System (NAICS) 541614. The Government intends to award one (1) CPFF, cost-no fee contract, utilizing the tradeoff process in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.101-1. The solicitation is issued electronically IAW FAR 4.502(a), 5.102(a), and 15.203(c), therefore, hardcopies will not be provided. All proposals shall be submitted electronically via electronic mail based on the submittal instructions found within the solicitation. In order to submit a proposal, offerors are required to have a current profile at the System for Award Management (https://www.sam.gov/portal/public/SAM/) in order to bid on solicitations. Proposal are due on 16 August 2017 at 3 P.M. eastern daylight time.
