- Description
- The Acquisition Services Directorate (AQD), Interior Business Center (IBC), Department of the Interior (DOI) intends to award a contract to American Systems Corporation 14151 Park Meadow Dr., Ste. 500, Chantilly, VA 20151-4230, as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for services to relocate the Department of Defense (DoD) Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS) Testing Infrastructure Managed Services (TIMS) equipment and software from its current location in the Naval Sea Systems Command (NAVSEA), Alleghany Ballistics Laboratory (ABL) in Keyser, West Virginia to the Equinix Data Center in Ashburn, Virginia, a commercial data center. ASC is currently the provider of TIMS and has an intimate knowledge of DHMS unique demands and requirements. Replacing ASC at this stage in the program would put the program at unnecessary risk as a new provider would be re-learning lessons learned and keeping operations running without the specific knowledge of TIMS requirements. Additionally, the task or “racking and stacking” alone by any vendor other than ASC would give rise to any number of security issues which would be untenable for DoD to sustain and may put DoD’s service men and women and, ultimately, their medical data at risk. ASC is uniquely qualified to continue this DHMS pursuit as it has been the lead engineering team from the program’s inception at the ABL. This is not a request for competitive proposals; however, all proposals received in writing within three days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
