Description
THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1(2)(i)(a), the U.S. Army Corps of Engineers intends to award, on a sole source basis, a contract to obtain professional dredging consulting services to support a unique and innovative concept. The Government intends to contract to Lally Consulting LLC. because they are the only source that is able to provide expert consulting services to support this unique and innovative concept. Technical Requirements: Provide the services of a sediment remediation expert with extensive experience in precision, contour dredging (better than +/- 4" vertical/6" horizontal) in tidal environments, on Superfund sites with TSCA-level PCB contamination, in water depths as shallow as 2 feet. Specific experience required with precision mechanical dredging using hydraulic transport system (hybrid dredging system), and on projects employing multiple precision excavator dredges. The primary role of the sediment remediation expert is to provide independent assessments of the design and operation of a hybrid dredging systems employed at the New Bedford Harbor Superfund Site and advise the Government on methods to complete the project successfully with greatest cost savings. The work will consist of providing technical support to US Army Corps of Engineers New England District (NAE) to include: • quality control of hybrid dredging systems during operations, • audits of hybrid dredging systems, processing and support operations, • specialized analysis and reporting of dredge performance data including comparison of real-time dredge data with design, • recommendations for quality improvements and cost efficiency across key project elements, • training USACE construction personnel on specific oversight methods for the hybrid dredging system, processing, and support operations, • advise on state-of-practice and innovative sediment remediation alternative technologies and approaches for subtidal and intertidal remediation of PCB contaminated sediment, • support and participation in (via web-conferencing and traveling to the NBH site) meetings to accomplish the requirements above, and • other services to accomplish these requirements including but not limited to CAD, GIS, word processing, and administrative support. All responses received within 10 days of the posting of this notice will be considered by the Government. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. The determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
